The lack of final approval of the Special Plan for the Conservation of Historic Site Cartagena Sandstone Quarry, a necessary step to move to develop conservation and recovery actions included in this Plan has not been produced, according ANSE, purely municipal incompetence.
The Directorate General of Urban and Regional Planning of the Autonomous Region reported last year ANSE the "Agreement Governing Council final approval of the modification and adaptation of PERI Quarry."
This process includes the necessary changes in that PERI to fit the criteria of conservation of the Historic Site recommended by the Directorate General of Fine Arts and Cultural Assets.
Among them was inadequate building land classification as part of the Historic Site as ANSE was reported in different meetings which had also involved the City of Cartagena.
The Association of Southeast Natural acquired 10 years ago a significant portion (2.3 ha) of the Historic Site of Sandstone Quarry Roman Cartagena, with the aim of launching a project called Atabaire, which aimed to develop conservation and recovery actions archaeological assessment, in collaboration with different institutions and administrations, and the overall enhancement of the Historic Site for a controlled educational and tourist use.
Highlights the work developed in collaboration with the Directorate General of Heritage of the Autonomous Community and the same City of Cartagena, which allowed the job of archaeological survey, cleaning and debris removal, revegetation, ..., and even the drafting of the Plan Conservation of the Historic Site.
Among the actions necessary to advance the recovery of the Historic Site is the acquisition of land annexed to the ASEAN for debris removal, recovery, archaeological and architectural interpretation center building (the project is already developed and which was funded by the same municipality, etc.).
The negligence of the City is evident here, as an aid received by the Directorate General of Heritage of the Autonomous Region for private land acquisition, purchase did not materialize although there was an agreement signed between property owners and City Council .
ANSE property has suffered several acts of vandalism in the facilities of the quarries, as the theft of almost all small solar photovoltaic power plant that supplies power to the cave-houses (re-installed), waste disposal, broken locks, etc.
In his day, both the city of Cartagena as the Autonomous Community to ANSE expressed their support and interest for the approval of the Plan of Conservation of Historic site allowed the recovery of the area, and that recovery would involve the incorporation of this area to tourist routes related to the recovery of historical heritage of the city.
Unfortunately, the port city council has not included the Roman quarries in the last call of Plan E, which has lost one of the few funding opportunities for the project were available.
