The president of the Hydrographic Confederation of Segura (CHS), José Salvador Fuentes Zorita, and the Vice Chancellor for Research and Innovation at the Polytechnic University of Cartagena (UPCT), José Antonio Franco Leemhuis, today signed a collaboration agreement for the university Cartagena cooperate with the watershed organization in the work commissioned by the Government of Spain, this European Union rotating presidency, after being designated Segura Basin as a pilot watershed for the development of drought indicators.
As happened with Júcar Watershed, which was designated as a pilot watershed in the process of implementing the Water Framework Directive, the Segura basin has been proposed by the Directorate General of Water, Ministry of Environment, and Rural and Marine, as a pilot watershed in the development of drought indicators, within the framework of the Expert Group on Water Scarcity and Droughts.
The Segura River Basin Authority, as competent body of water in the area of the Segura basin, will be responsible for carrying out the tasks arising from the role of the Basin as a pilot watershed, and it will feature collaboration of the Department of Fluid and Thermal Engineering at the Polytechnic University of Cartagena by concluding a collaboration agreement between both entities.
Additionally, the results of the work to be carried out under the Convention shall be equally decisive for the achievement of other goals to be dialed within the Expert Group on Water Scarcity and Drought, derived from the document Terms of Reference for the Expert Group on crisis Water and Drought.
Some of these objectives are to support the development of Drought Risk Map, the exchange of knowledge for its management in the Basin Water Plans, which are currently in the final stages of drafting, or support the development of integration of aspects of Water Scarcity and Droughts in the Water Information System for Europe, among others.
To achieve these objectives, information obtained in the Segura basin as a pilot watershed because of its extensive experience in managing large periods of drought, have a key role.
The implementation of the Water Framework Directive, which specifically highlights the strength to bear against extreme events (floods and droughts) have on the Segura basin, a main contributor to the European level to achieve those goals.
