St. Lucia and St. Anton have a Special Plan Urban (15/12/2009)

The Local Government Board today approved provisionally the new General Plan of Cartagena, to be submitted to the plenary on Monday after an exposure process, dissemination and public participation which estimated 71 percent of the submissions

The Local Government has cleared the proposal for provisional approval of the new General Urban Plan of Cartagena to be submitted for consideration by the plenary on Monday 21 December, a good plan for the city that has managed to keep the balance between the center city and the counties, advocates for economic growth and industrial development and environmental regulations strictly observed, according to spokesman said the government team and Town Planning, Joaquín Segado.

The paper reaches its provisional approval after passing the stages of exposure, outreach and participation, a period of one year in which there have been 4,595 claims has been estimated that 71 percent (this percentage to 56% of claims are considered fully and 15% in part).

Among the things that have improved the document during this process, Segado noted the urban design of St. Lucia and St. Anton, two unique neighborhoods of Cartagena for which the government once adopted General Plan, develop special plans urban order that these areas seeking greater consensus and the greatest benefit to the neighbors and Cartagena.

While endorsing the special plans so you can keep building and licensing activity will remain at existing force planning.

In general, the original wording of the Plan has been enhanced with the participation of citizens, a share which gives very important figures, such as the 45,000 people who visited his exhibition at the Centro Cultural Ramón Alonso Luzzy and 35,000 consultations on the municipal website.

To this we must add more than 200 meetings held during this time with representatives of social groups, economic and neighborhood in the municipality.

Thus, it has completed the initial objective of giving a wide spread and open society to collect contributions for the new general plan, a document that will become a tool for guiding the development and growth of the municipality over the next 25 years.

A PLAN TO THREE LINES

The three main axes of the General Plan are:

1. Ensure the territorial balance between the provincial and the urban core.

For that reason provides for orderly growth and proportional link between the downtown and the provincial councils.

The aim is to ensure the permanence of the population and the provision of parks and shopping areas themselves in suburban areas.

2. Huge reserves of industrial land.

The port, communications and Escombreras Valley strategically located town of Cartagena.

This industrial land grew 36% over the previous plan with 38.5 million square meters.

3. The government is committed to an orderly and sustainable growth.

That is why 3 out of 4 square meters of the municipality are subject to some standard of protection that prevents their development.

We're talking about 71% of the soil, putting in Cartagena as the town with more protected area of the Mediterranean.

Especially building is kept free from all the southern shore of Mar Menor with 20 million square meters.

IMPROVEMENTS THROUGH PUBLIC PARTNERSHIP

After the exposure process and citizen participation, a number of aspects that have improved the document:

1. It has halved the coastal zone provided as buildable.

Only 0.67% of the coast of the municipality is likely to be developed.

It has gone from 2.3 kilometers (which was 1.2%) in the initial to 1.3 km in the current plan.

This means that they have released 3 million square meters on the west coast, between La Azohía and Isla Plana, originally planned as residential purposes.

2. It aims for the consolidation of industrial sites and facilitates the establishment of businesses.

The great hall of soil polygons Cabezo join Beaza and The Camachos, with 9 million square feet, add a large bag of soil in the Valley of tailings with two million square feet of industrial urban land, which allowed if license needed in this area more quickly.

Moreover, given the pressure on the council area of Alum plan covers a wide belt verdeque act as a buffer between the urban and industrial.

This bag of soil will have about 300,000 square meters and will meet the demands of this population.

In turn, the councils will also have their bags of soil for consolidation and expansion of industrial estates.

3. Is introducing new lines of communication and articulation of the municipality.

The Infrastructure Plan, a document annexed to the General Plan provided for the creation of seven new systems of communication between central, provincial and districts and major infrastructure.

This strategic road network have added new bypass in North Pozo Estrecho La Puebla to the west, El Algar on the north and has modified the planned route in La Palma and Marfagones Mills.

Has also changed the reservation provided for the bypass to the west of the Barrio de Los Dolores.

4. The Plan also includes general communication system the Greenway tranche Cartagena in urban areas (the urban section is that which runs through the Pearl District).

5. The result of the study of the arguments and broad sectoral reports Plan legislation, introducing environmental aspects of mobility in the municipality, domestic use of renewable energies, for example, the introduction of a catalog of trees of interest in the municipality.

7.

The plan reaches its provisional approval RECAVA after reports of the Regional Governments and the State.

Noted that the only adverse report has been to the Coastal Authority, because the Ministry of Environment, in areas such as La Chapineta, Chapim, Mar de Cristal and El Portus, establishes the 100-meter easement which is detrimental to all owners of these houses.

The approach of the government team is to establish the line of slavery in the 20 meters consider consolidated urban areas before the entry into force of the Law of Coasts.

CONCERN FOR WORKERS zincs

Mowing Joaquin has shown once again the concern of the government team for the future of zincs and mainly workers.

I keep having meetings with them and we reiterate our position, there is a company planning agreement with the City and the enforcement thereof is subject to the reclassification of the land, that is, or move the company to run, or is paid workers compensation, said the Town Planning.
