The Court has ratified the legality of actions of the City of Cartagena on the management of the Conservation Authority Mar de Cristal, contrary to the claim in 2007 by Jose Castellanos, president of the neighborhood association Ribalta.

Cunningham not only denounced the existence of accounting irregularities at the company, but asked that the City of accountability on the ground that since the municipal government had provided subsidies used in such cases illegal behavior.
