The MARM positively assess the project to expand the storage capacity of crude in the refinery of Cartagena (13/08/2009)

As an environmental monitoring program for the construction phase and operation of new facilities

The Government delegate, Rafael González Tovar, announced this morning that the Ministry of Environment and Rural and Marine Affairs has favorably evaluated the project to expand the strategic storage of crude oil refinery in Cartagena (Murcia) as long as is permitted under the terms specified in the Environmental Impact Statement (EIS) published today in the Official Gazette.

These conditions have been deduced from the environmental assessment process and its implementation will be adequately protected the environment and natural resources.

The promoter of this project is Repsol Petroleo SA and the substantive body is the Directorate General for Energy and Mines Ministry of Industry, Tourism and Trade.

The aim is to expand the Oil Terminal Station of the Cartagena refinery to meet the strategic reserve of crude oil since the facility has access to the pipeline to the refinery in Puertollano, and the Marine Terminal for arrival and eventual departure of crude .

It will construct four new tanks of 100,000 m3 capacity each, with a diameter of 85.5 meters and a height of 19.88 m.

Have also evaluated the potential impacts from odors and has concluded that the new tanks will not have significant conditions for the population.

As regards the treatment of liquid effluents resulting from the operations of purging the tanks is considered that the proposed extension would not require any modification of an existing treatment plant.

The complex also has a plant that serves shedding ships discharging into the Sea Terminal and the Terminal Station of Oil, like all complex of Cartagena has a waste management plan that also applies to the new facility.

On the other hand, are considered adequate fire prevention measures in the draft, especially in view of the protection of Fausilla saw, next to the facility.

Channelization works on the promenade lighting or tailings, bordering the plot, the EIS states that technically must be approved by the Segura basin.

Subsequently, the developer must consider the environmental restoration of that avenue, so as to allow the natural course, in no case be modified, favoring the presence of native vegetation.

The DIA also provides a range of conditions for the construction phase of compliance which will continue operating through an environmental monitoring program, this program and related monitoring reports will be part of the Environmental Monitoring Program of the whole Cartagena refinery.
