Cartagena's contribution to the development of the poorest countries began in 1994, counting since then the IMSS with a budget to finance projects of cooperation and solidarity among developing countries, publicly calling for annual grants.
In this line, was established by the Council for International Cooperation for Development in order to promote, facilitate and channel the participation of citizens and their associations in municipal matters related to cooperation, solidarity and human development, especially those sectors that are in the most precarious situation.
It is in the Council, where since 1996, are agreed and make proposals on the basis of each call, the budget is distributed among the projects submitted and issued reports related to the Development Cooperation and Solidarity.
As the axes of action of development cooperation from the City of Cartagena, it should be noted, first, the economic and financial cooperation, through annual public announcement of grants to NGOs for Development based in Cartagena.
Currently, 24.5% of the budget of the call has gone to Africa to countries such as Algeria, Cameroon, Ivory Coast, Zambia, among others.

With regard to the sectors to which aid has been directed, in a high percentage has gone to training and infrastructure, but also a smaller percentage of these funds have been earmarked for housing, health, productive sectors, etc.

Projects are being funded Emergency since 2001.
