Andres Castillo and Jose Serrano are from yesterday Cartagena City officials, once they have taken up their posts in a ceremony held before the council of Staff, Jose Cabezas, and the Director General of Personnel, Esperanza Nieto in the Board of Aldermen of the Administration Building.
