The meeting was signed by Professor of Constitutional Law at the University of Murcia, Francisco Garcia Costa, who will collaborate in developing a roadmap setting out the steps in this process.
Also, the willingness of these municipalities to pool services will be presented to the Federation of Municipalities of the Region of Murcia.
In the subsequent hearing, the mayor of Cartagena, Jose Lopez, stated that the four mayors have an obligation to try to pool services, helping one another to take forward our municipalities and get that much needed savings to our coffers.
As an example of joint services, the mayor of Cartagena noted the creation of a regional fire service.
Currently, there are several municipalities, such as La Union, receiving the fire service of the Autonomous Community, according to Jose Lopez, represent an expensive cost to the Community difficult to maintain itself.
Another measure proposed by the mayors would be the empowerment of shopping bags for products that are commonly used in these municipalities and in this way, according to Jose Lopez, could get more competitive prices.
PROPORTIONAL DISTRIBUTION OF FUNDS
The mayor of Cartagena has also stressed that there are hundreds of millions who should reach the delegations if this community were pluriprovincial but belonging to a uniprovincial community the powers of the institution are assumed by the Autonomous Community, located in the Palace San Esteban, and the distribution of endowments is not proportional to the number of inhabitants.
According to Jose Lopez this unbalanced distribution is based on the numbers under the headings that the central government allocated to the Autonomous Community in 2012 and where 300 million euros reached in total, of the 45 million that belonged to the city of Cartagena just arrived two million euros. Similarly to other municipalities would have accrued 4 million to Fuente Alamo, La Union 3.7 and 7 Torre Pacheco, in the words of Jose Lopez, also reached their target.
In addition to these numbers, the mayor of Cartagena stressed that studies by the UPCT recognized that municipalities in the Campo de Cartagena 1 comprise 6% of the territory, are home to 26% of the population and contribute to GDP region to 33% excluding fisheries, of which an amount not less than 8% is received.
According to Jose Lopez, from the Autonomous Community tends to centralize everything in the city of Murcia and 70% of the regional budget it has been for 33 years to one city, to the city of Murcia, to the detriment of other municipalities in the Community Autonomous.
For his part, Mayor of Torre Pacheco, Antonio Leon, has said his council takes decades being abused at the level of regional investment and Torre Pacheco ends up being one of the last towns to level of investment received per capita. According to the mayor Torre Pacheco, this situation must change and must vindicate everything for our fair share.
In the words of Mayor of Fuente Alamo, Antonio Jesus Garcia Conesa the objective of this commonwealth would, on the one hand improve the financing of municipalities, and secondly, to create economies of scale that allow provide services or infrastructure at a lower cost approach .
The mayor of Fuente Alamo has also highlighted the need to create a new model of municipal funding from the region.
Finally, the mayor of La Union, Pedro Lopez Milan, punctuated the need to unite and work together to get ahead municipalities.
It has also stressed that it can not be that we are the recipients of the crumbs of what the Autonomous Community discarded, it should be finished.
