The candidate of Unión Progreso y Democracia (UPyD) for mayor of Cartagena, Pedro Antonio Garcia, expressed his commitment to reduce the current level of indebtedness of the City of gradually in the coming years, by implementing a series of measures.
In this sense, García said that "it is necessary to limit the use of current indebtedness, and seek only to him to refinance debt under better conditions, maintaining investment necessities".
Thus, the measures set by the local spokesman, would be the implementation of a zero-based budget and the introduction of functional audits "should help identify wasteful spending".

Similarly, for García, investments without financial or social viability should be banned through a Stability Law.
Finally, UPyD candidate for mayor of Cartagena, advises prioritize the management focusing on neighborhoods, drafting budgets according to the needs and demands neighborhood. "From the Consultant Body Decalogue needs and gaps will be developed in neighborhoods, for which the Consistory undertakes an analysis of the various proposals made and an Action Plan Barrios ".
