Specifically the "Provision of Cleaning Services, Support Activities, Open, Close and Watch these facilities are privatized.
On 29/10/2014 Procurement Service of the City of Cartagena sack contest SEL2014 / 2 file distributed in 6 lots by which these services are privatized in the amount of 280,000 euros.
The privatization affects the following sports facilities:
Sports Hall of Albujón
Paddle Tennis Pavilion and Palma
Amount: € 56,000.
Well Straits Sports Center
Amount: € 56,000.
Pool, Tennis and Padel Court of the Aljorra
Amount: € 28,000.
Fields Espada Marfagones Windmills
Amount: € 56,000.
Cabezo Beaza Pavilion
Amount: € 28,000.
St. Anthony Hall and Athletics Track
Amount: € 56,000.
The term of these contracts is set for 1 year extendable for another year.
The winning companies will be hiring the necessary staff for all privatized services.
The specifications state that "all personnel who use the contractor for the provision of services under this contract shall have the same work unit, the City has no legal, employment or other relationship with the company staff "
With this measure, the City Council facto loses control over the services provided on the sports facilities because while everything is overseen by the City the fact is that if labor disputes between the contractors and their employees produce challenges as in the quality of services.
Also from SPCT, warn that privatization contracts come in one contract file, so you can give a monopoly or at least oligopoly in the management of municipal facilities, which in practice may mean that to problems with the bidders (or the contractor if everything is awarded to a company) the City will not be strong enough to bind the company, and if such failure is quite common in these cases, improvements in contract work is mean additional costs to cover the problems that may have businesses.
Finally SPCT think this policy of privatization the Government of Barreiro makes a clear commitment to precarious employment in municipal facilities since the hired staff, will be worse off than if it were made directly by the City.
