On the beaches of the coast of Cartagena bars and establishments are trying to live a harmonious coexistence with neighbors, but in recent years has been a proliferation of new bars and local beaches, which do not respect any municipal regulations and violate the provisions by the Municipal Environmental Protection against Noise and Vibration and Occupancy Ordinance of the Road for uses and facilities catering season in Playas.
Specifically on the beaches of the west, this year the government of the City of Cartagena PP in its tax collection effort has authorized installation of new bars and terraces along the coast in places like La Paera beach in La Azohía.
This is a small family beach which the locals used separately in just about 20 meters to the sea and many others to nearby homes.
These authorizations outside the municipal regulations are already causing discomfort and clashes between swimmers, residents and owners of the establishments.
Some properties, violate Article 9 of the Ordinance of the Road Occupancy stating that "deemed incompatible installing tables, chairs and umbrellas with cases that prevent or hinder pedestrian traffic, or impair the interest of buildings and public spaces in historic-artistic "character.
This situation is unfortunately very common in the area Azohía, with the corresponding threat to pedestrians and incomprehensible passivity of the municipal authorities.
SPCT bid to boost our tourist areas but in terms of quality and without prejudicing the rights of tourists and locals.
We understand that the standard should be the same for all establishments, and many of them, they feel hurt by this double standard when granting municipal licenses.
Curiously, the most affected are the catering establishments lifetime, which usually believe of stable year-round work and give an economic boost to the area in a manner consistent.
SPCT complaint also repeatedly violates Article 54 of the Ordinance of Environmental Protection established "is requested according to the Generic Rules for temporary installations requires the approval of the Coastal State or body responsible Costas, whose end shall be provided documentation related to the schedule established for such facilities to the public will be from 9:30 in the morning to 1.30 hours of the morning "is usual to huge high noise hours of the morning.
Given this situation from SPCT demand that the government team of the City of Cartagena we take appropriate measures to find the desired balance between the interests of these facilities in our coast, and the locals and tourists, since the rest is leisure.
