Cartagena, June 4, 2014 - United Left-Green requested that the City requires the central government to take exemplary measures for the preservation and maintenance of cultural heritage property that are in Cartagena, starting Atalaya Castle -whose ownership belongs to the Ministry of Finance, and that according to the Cartagena council set a plan for the restoration and enhancement of that stronghold.
Plan for which it has requested a table consisting of consultation and advocacy and cultural heritage of the municipality associations, neighborhood groups, social partners and members of the political parties represented in the municipality in order to specify in detail the actions proposed to constitute to perform.
Within the historical heritage that boasts Cartagena, one of the most important elements is the military architecture of the eighteenth century, arising from the appointment in 1726 of the city as the capital of the Maritime Department of the Mediterranean.
Within this heritage is the Atalaya Castle, built between 1766 and 1777 under plans of military engineer Peter Martin Zermeno.
The fort remained operational until the late nineteenth century, although military use continued until the Civil War, after which it was abandoned property and transferred in 1960 to the Ministry of Finance.
Since then nothing has been done for its maintenance and upkeep, except some sporadic recent cleaning due to the passage of the castle of Highway of Strengths.
The state of neglect and disrepair is such that even today serves as a makeshift home for disadvantaged people they do not know if the City Council has refused or failed to provide a decent place to live.
From the Friends of the Castle Atalaya has tried in recent years to the competent authorities in safeguarding this heritage, such as cultural and Ministry of Finance to take action on the matter and draw the important monument of neglect and deterioration found.
In all cases the responses have been mere formality, assuring the members of the association, from said Exchequer, instructions are conveyed to the relevant technical services for the preservation of property and property rights of General Administration State to adopt appropriate measures for the proper maintenance of the property.
Also, from the Ministry of Culture of the Autonomous Region said that instructions Heritage Service gave it to act accordingly.
But nothing has done neither administration.
The most he has managed the association is that in March 2013 the Ministry of Finance undertook to assume only the works that relate to the safety of persons entering the Castle.
Since the Atalaya Castle has been declared of Cultural Interest in 1997 and last October 2013 a National Plan of Defensive Architecture which has a monitoring committee to study the state of the strengths and needs was approved maintenance and preservation, the City Council should work for such Plan include Atalaya Castle and other important elements of Cartagena dieciochesco military heritage.
