The creation of this multi-purpose building of the promise made in 2000 by the then Councilman Decentralization, Enrique Pérez Abellán.
On the occasion of his appointment as Artistic Friend of the Santa Cecilia Music Society, the then mayor announced this project did not start to run in a specific field until 2004. (Works cleaning and conditioning of the site).
However from SPCT want to remember that the City has consistently disregarded its commitments to the deputation Galilee, in how this work relates.
The work went on hiring agreement under the Local Government of 2 April 2007 with a budget of 450,000 euros tender, a few days before the municipal elections of May 2007, but was awarded 22/07 / 2008 (OP/08/4183) by 330,750 euros, or more than one year after the agreement.
This amount was also paid in part from games, not the City Budget detrayéndolas but the limited investment budget of the neighborhood of Pozo Strait specifically under headings 2008-09001-121B-622, € 45,000.00 and 2007-060013133622,45.000,00 €, The City Council set a deadline of execution of the work of 19 months, accumulating a stoppage of work over three years.
SPCT claims that this delay is not a result of the crisis, but the systematic deception that the government team has been doing with this cultural infrastructure.
In May 2011, just days interestingly the last municipal elections the current 1st Deputy Mayor, Mr. Nicholas Angel Bernal stated the following "The council has hired the last phase of the work, namely the day 11/23/2010 for 230,000 euros (OP/10/4941), in order that it can be opened in the fall to accommodate teaching and cultural activities of the Musical Art Society (MAS) Santa Cecilia in the town. The building has a large rehearsal room of almost 200 square meters of surface and 430 square meters of areas for teaching music in 18 classrooms. That makes it the most likely center on the subject in the entire municipality "
But almost three years later, this last phase or even failed to empezarse.
Now one year of the next European elections, and a hive of corruption cases of PP, get re-hiring the same work, now instead of 230,000 euros, for an amount of 128,910 euros specifically in BORM of 02.02.2013 (OM2012/56)
From SPCT greet the news, but we wonder if it's the final, if the City has appropriated money to do the work or is it a new toast to the sun and if the cut investment of nearly 50% will subtract quality and equipment to the cultural facility.
