Municipal Ordinance regulating the procedure for the exercise of sanctioning powers by the city of Cartagena comes into effect today, after Wednesday will be published in the Official Gazette of the Region of Murcia.

The need to establish an infringement procedure only for those matters within the jurisdiction of the City itself, is at the origin of the adoption of the ordinance, which excludes sanctions procedures in tax matters, disciplinary staff of the City Council and regarding traffic and road safety, which have their specific regulations.

One of the novelties of this ordinance is that it establishes a maximum period of six months for the resolution and notice of proceedings, after which expiration occurs; term so far not expressly regulated by the City and applied on a supplementary basis the one month timeframe of the overall simplified, so that many of these processes for minor offenses have lapsed without penalty.

Another novelty of the new disciplinary regime of the City of Cartagena common is that when imposing sanctions, and set the amount of fines will be taken into account the social importance and the effect, intent or if there is repetition or recurrence, establishing himself as maximum amounts: up to 750 euros, minor offenses, from 751 to 1,500 euros, serious, and from 1,501 to 3,000 euros, very severe.

Also new is it related the amount of the proposed sanction, which may be reduced by 30 percent if the cash payment is made ​​within fifteen days from the notification of the agreement to initiate the procedure.

This will allow the citizen to move the savings in time and paperwork, constitutes your search and prompt payment.

With the entry into force of this ordinance, amending the rules on sanctions violations and other municipal regulations, such as dealing on the Protection and Animal Holding Company, which regulates the Urban Public Transport Service of passengers by bus, of stepping into the street and the Urban Cleaning.

In addition, completely rescinds the ordinance regulating the connection of private alarm systems to the central local police.
