Starting this May, if not effective subsidies that are pending payment for 2010 and 2011 and amounting to more than 600,000 €, UNED Cartagena can not meet the expenses necessary for normal functioning both payroll staff, tutors, and in current expenditure (electricity, water, telephone, etc..).
This situation has come for systematic non-payment of subsidies which should have given effect to both the Regional Administration, as the various local authorities that fund it, and who mostly belong to the year 2011.
The debt of the region of previous years amounts to more than 500,000 €, the City Council Lorca to 71,000 € and the Enterprise Centre of New Professions (School of Tourism) to nearly 70,000 €.
Of this financial year 2012 alone there have been proportional parts of the contributions of the City of Cartagena and the UNED but not of other administrations, or payment for the agreement with the School of Tourism.
On March 1 began the process to hire a treasury operation that temporarily help alleviate liquidity problems arising from these defaults, operation two and a half months is not yet approved.
The inability to receive the 2 nd part of the grant of the UNED for the present year, scheduled for this month, is because, interpreting application to the Center Associate a rule only affects the headquarters of the UNED in Madrid, not is convened meeting of the Governing Board has to approve the settlement of the 2011 budget, a requirement for receipt of the above grant.

we want to note the lack of diligence in the management of the Centre in its management and its ineffectiveness when dealing with government intervention for the recovery of grants approved in their budgets.

demand the immediate payment of debts to the Commonwealth Centre of the UNED especially the Regional Administration, the immediate convening of the Governing Board of the Associated Center and to be processed and paid the subsidies for this year 2012 for future recovery, to prevent the repetition of this situation in the short term.
