The ECAC decided in 2010 to 89 percent of complaints received (21/03/2011)

The Economic Administrative Council decided in 2010, 367 of the 412 claims filed, representing 89 percent.

The figure has been disclosed in the annual report published by this body and which is also evident that most of them, 238, related reductions in the real estate tax for many families along the same line of years above.

In figures, the total of claims filed in 2010 was 130 that joined the other 282 that were unresolved in 2009, noting as significant fact that on 31 December 2010, only 45 remain outstanding.

As to the meaning of judgments, from estimates of the percentage rises to 67.9 per cent and, if the calculation is made on issues that relate to the large family bonus in the IBI, the percentage is 43, 6, also very similar to other years.

In contrast, the inadmissibility have assumed 9.4 percent.

With respect to resolution times, the number of complaints about the IBI has made in the first months of the year out of more than 7 months, but from the second quarter, the remaining claims have been addressed in an average of 4.4 months, than usual since its inception.

The most striking feature that emerges from the Report 2010 is the complexity and extent of legal development of reclamacioens, which makes the decision within three months is an elusive goal.

Even so, the Council has achieved a good average in the period for withdrawal, particularly bearing in mind that this period in the state tax administration is one year, and in most bodies for the resolution of financial claims from other cities administrative Spain, 6 months.

In this regard, in 2009, filed 7 administrative proceedings brought against decisions of the Council.

In addition, there has been resolution of 12 appeals before, and once these, the Court has decided against the decision of the Council.

A SERVICE TO THE CITIZENS

The City Council created the Economic Administrative Council to have an independent body to the citizens and public and private, so they could raise complaints on matters relating to tax payment and collection fees or traffic fines executive.

In order to provide citizens with access to the contents of the resolutions, the Council draws up an annual basis a set of summaries that accompany the report and published on the website of the City, yes, no personal references to protect the citizen.
