Once the Foundation has developed the Universal Accessibility Observatory in the Spanish municipalities to measure the technological accessibility of web portals of the municipalities.
In total, 70 municipalities have been analyzed by the placing Cartagena.es as the eighth most affordable web municipalities with more than 100,000.
The score obtained by the municipal website is 7.75, a note only to seven municipalities in this age population: Zaragoza (9.07), Pamplona (8.94), Madrid (8.56), Bilbao 8, 36, Alicante 8.32, 8.24 and A Coruña Oviedo 7.94.
The selection of the sample content and technical analysis was conducted between September and October 2010, looking for each of the seventy portals severity and frequency of appearance accessibility barriers to access for people with disabilities.
The Centre, developed with the collaboration of the Spanish Federation of Municipalities and Provinces and CERMI and developed by two companies of the Group Fundosa (Via Libre and Technosite) measures the degree of compliance with a list of criteria that affect web accessibility the visibility and understanding of the page.
Specifically, for technical analysis used twelve criteria are general and are cross-browser access, navigation and guidance, forms, images, structure, separation of presentation and content, color, layout, data tables, use of script, multimedia or PDF documents.
