This afternoon, the Plenary of the City of Cartagena, proposed MC, has given the go-ahead to the initiative of training Cartagena to urge the Socialist Government, who has voted against, to restore participation and transparency in the Board of Contracting.
In the content of the motion the local Executive is requested to accommodate the representatives of the political groups of the opposition in the Contracting Tables, either by modifying their composition or replacing them by the Procurement Boards, possibility allowed by Law 9/2017 , of November 8, Public Sector Contracts, whose entry into force has recently occurred.
The cartageneristas, through its deputy spokesman, Isabel García, have lamented that, in the application of the rule, Castejón has opted for the most restrictive way to guarantee the veto to the opposition groups.
At the same time, MC has recalled the specification of the second additional provision, which contemplates the option of including in the Board staff of the Corporation or elected members of the same.
If it had been contemplated, two opposition groups could already be represented, also giving access to the head of Infrastructures.
Finally, it has been reported that section 5 of the same provision establishes the possibility of setting up the Procurement Boards that would replace the Tables.
The Governing Board would delimit the composition and characteristics of the contracts in which they would intervene.
With the approval of the motion, the Socialist City Hall has an opportunity to rectify and continue advancing along the lines of transparency that led Cartagena to become the reference municipality in the matter.
Budget modifications lowered by socialist intervention
Subsequently, the Plenary Assembly considered it appropriate to endorse two MC initiatives to order the City Hall, immediately, to initiate the file of each budget modification.
During her speech, Isabel García regretted that the report of the City Auditor, militant and former socialist leader, recommended that "only the opening of the file be agreed as it does not meet the minimum requirements to be approved. the councilors of the PSOE with the mandate of the plenary session and, what is more sad, with the residents of La Palma and La Aljorra ".
Then, Garcia added that the report has the signature "of the same auditor who reports favorably the budget file of 2018, even leaving evidence that suffers from the approval of the budget proposal of the ADLE and Casco Antiguo, while for the Collection Management Body the approved one has been modified ".
"The same controller who has processed similar credit transfers, well, similar, no, the proposal was the PSOE Government."
Soccer field of La Palma
It should be noted that, thanks to the coordinated work of the councils of Sports and Sustainable Development, MC competitions until last January 8, the project of 'construction of football field 11 artificial grass in La Palma' is completed, and was approved by the Local Government Board, in session held on December 22, 2017.
There was even financing because, at the meeting of the Governing Board on November 10, the commitment to include in the 2018 budget project the necessary credits for the contracting of works, for a total amount, was also approved. from € 476,811.33.
However, it remained subject to the approval of the budget, an issue that today, April 26, has not yet been debated in plenary session.
Therefore, and to avoid socialist disobedience to the mandates of the Plenary, symbolized in the motion passed last month where the local government was urged to process a budget modification to implement the reform of the pool cover of La Aljorra, the cartagenerista formation has promoted this initiative, lowered by the socialist intervention, to speed up the procedure of transfer of credits in the budget for 2018, extended of 2017.

In the same sense, the Plenary has approved a motion to undertake the initiation of the budget modification that allows the reform of the pool cover of La Aljorra.
This project, like the previous one of La Palma, is finalized and approved by the Governing Board, in this case in session held on October 27.
It also had funding because, at the meeting of the Governing Board on December 11, the commitment to include the necessary appropriation in the draft budget for 2018 was also determined.
Neatness in the call for the provision of positions for national qualified
In order to ensure cleanliness in the call for the provision of seats reserved for national qualified, MC has urged the local government to convene and publish the bases for provision of these posts, accommodating these to the law (Royal Decree 128 / 2018, of March 16) and the appropriate salary conditions.
PP and PSOE have joined forces to veto the approval of the initiative.
In a concrete way, socialist and popular has refused to guarantee the non-inclusion of clauses that leave to the will of the corporation the appointment in the event that the candidates meet the required requirements, explicitly vetoing the formulas used in 2014 and 2017 to favor This arbitrary measure.
MC has symbolized his desire to stop the repeated attack on the impartiality of officials by the local PSOE, who has resumed the practices of the PP, maintained for 20 years.
Commission of Investigation on the purchases from Firemen and Civil Protection
The Plenary has continued with the joint motion defended by MC and Cartagena Sí Se Puede to agree on the implementation of a Commission of Inquiry into the purchases made from the municipal services of Fire Extinguishing and Salvage (Fire) and Civil Protection.
The traditional parties, PSOE, PP and Ciudadanos have allied to veto a measure aimed at promoting the optimization of purchases according to the main needs and expenditure control, to redirect it to priority issues.
They have also avoided the appearance of the Fire and Civil Protection chief to explain, in detail, the material and vehicles he has, in what he uses the money and to justify certain expenses, all in order to optimize the cost of the service.
PSOE, PP and Citizens have managed to plug the investigation into facts such as the existence of material that expires without being used or that an expense is dedicated to the acquisition of vehicles whose usefulness is doubtful because they do not have competences in certain actions.
Improvements in the square 'Puertas de la Serreta'
The motions of MC in the Plenary have continued with the decision of the Corporation to demand the local government and, specifically, the councilor of the area of ​​Municipal Services, to solve the lack of lighting of the square 'Puertas de la Serreta', recovering the illumination of the spotlights that gave light to the facade of the Artillery Park.
At the same time, partial pruning of trees has been requested, so that the light from the street lamps can benefit the site.
Future project for beach volleyball
Subsequently, a motion defended by Segado has served to urge the local government to request and install, with prior authorization from the State Coastal Demarcation, different fixed beach volleyball points in certain kilometers of the coastline of Cabo de Palos and La Manga del Mar Menor
This fact would allow to settle this sport and meet the demand for adherents to it, normalizing the practice and achieving a peaceful coexistence between holidaymakers, bathers and athletes.
In the same way, it has been demanded that feasibility be studied and, if necessary, a permanent sports installation project be carried out in Cabo de Palos to promote this sport modality.
The project would count on the collaboration of the proponent athletes of the initiative, as well as the neighborhood association of the area, who support this proposal.
Canopies for the Santa Lucía Hospital
In another order of things, the Plenary agreed to accept the request of MC to demand that it be provided, in the most agile way possible, the two bus stops of the University Hospital of Santa Lucia with two canopies to protect from the sun and the rest of inclement weather to the users of the sanitary infrastructure.
