About 120 municipal officials from different services and departments of the City of Cartagena will test next Tuesday, April 24, their ability to react and coordinate with regional troops and the Military Emergency Unit (UME), with a drill 5.7 magnitude earthquake that will affect the Valley of Escombreras and neighboring towns, including Alumbres and the city of Cartagena.
The simulation is part of the Joint-Combined Exercise that annually organizes the Military Emergency Unit in the Region of Murcia.
The operation will mobilize some 3,000 state, regional and municipal troops in the autonomous community and will affect, along with Cartagena, other municipalities such as Murcia, Alhama de Murcia, Alcantarilla, Molina de Segura and Las Torres de Cotillas, where, figuratively, floods could occur due to the breakage of reservoirs, chemical and environmental emergencies, affecting the industries of the Valley of Escombreras and the transport of dangerous goods, in addition to the collapse and damage to buildings.
The movement of people and means that it will entail, especially of the military units, has caused that from the administrations an appeal is made to the population so that it is not alarmed and is conscious at all times that it is a simulacrum.
The deployment will especially affect Cartagena from Tuesday 24 to Friday 27.
The importance of this exercise is that Emergency Level 3 will be activated, corresponding at that moment the coordination of personnel to the Government of the Nation, through the UME.
Since the beginning of the year various municipal services of the City of Cartagena have been preparing their participation in the operation.
In particular Firemen and Local Police that will act in the scenarios of the catastrophe;
Social Services that will take care of those affected;
Sports that will facilitate the use of facilities to house the victims;
Environment will evaluate the chemical risks and Urbanism and Infrastructure will analyze the damages produced in buildings and infrastructures and the corresponding evictions.
During this week has finished finalizing the actions in coordination with the UME and the Autonomous Community and the councilors of Public Safety and Public Function and Public Services, Participation and celebrations, Francisco Aznar and Juan Pedro Torralba, respectively have held informative meetings to explain the simulation as the one held with the neighborhood council of Alumbres and the spokespersons of the municipal groups.
THE SIMULATION
The simulation will start on Monday 23rd at 7:57 a first earthquake will be registered, of 6.5 degrees of magnitude during 36 seconds and with 11 kilometers of depth with epicenter in Alcantarilla - Murcia, which will cause severe, serious and slight in a radius that will affect several municipalities such as Fortuna, Santomera, Molina de Segura, Archena, Las Torres de Cotillas, Mula, Alcantarilla, Alhama and Totana.
The CECOPI will be established in the Emergency Coordination Center and the Advanced Command Post 1, which will be managed by the Autonomous Community.
Soon Situation 2 will be declared.
On Tuesday 24, at 08:23, there will be a second earthquake, of 5.7 magnitude for 28 seconds and 16 kilometers deep with epicenter in Escombreras - Cartagena, which will cause, as the first, severe damage , serious and slight to various infrastructures (roads, power lines, etc.) and to the building, in a radius that will affect the municipalities of La Union and Cartagena.
Another consequence of this second earthquake is that the Valley of Escombreras will be affected, adding to the own emergency of earthquake, the chemical emergency by the different companies existing in it, affecting the adjoining districts.
ACTIVATION OF PLATECAR
The City Council of Cartagena will activate its Municipal Emergency Plan (PLATECAR), constituting the CECOPAL in the Security Park, directed by the mayor, Ana Belén Castejón, together with the Advisory Committee, made up of councilors and service chiefs who have more involvement with the emergency, and the subsequent mobilization of the intervening groups of action.
Some of the action groups should organize their work, forming organizational centers for this purpose, as will be the case, for example, of the Social Action, Damage Assessment and Essential Services Restoration group.
Intervention Group: its main action will be urban search and rescue and neutralization of chemical risk.
Group of Order: its main action will be the ordering of the traffic.
Social Action Group: its main action will be evacuation and shelter.
Group of restoration of Essential Services: its main action will be the rehabilitation of essential public services.
Logistics Group: its main action will be to provide necessary means and resources to the other groups.
EVACUATIONS IN ALUMBRES AND CHEERFUL VIEW
As a result of the damage in the Valley of Escombreras, one of the affected councils will be Alumbres, which will proceed to the real and partial evacuation of the College, as well as an undetermined number of elderly people, from Alumbres and Vista Alegre , that due to some type of disability or that they live alone, they can not execute the evacuation by their own means.
All of them will be transferred by personnel from the Social Action Group, by bus and ambulance of the Red Cross (at the municipal level) to the Sports Palace, becoming the CAC, Citizen Welcome Center, where staff of the Social Action Group will carry out the filiation of evacuated people and provide psychosocial assistance, food, first aid, etc.
The self-protection plan will also be activated in different school centers of the municipality, proceeding to carry out the evacuation drill, but without leaving the center.
SANITARY COLLAPSE
A collapse of the Santa Lucia Hospital will be simulated, this action will be carried out in the old Naval Hospital on the Tentegorra road, and in the esplanade of the Cartagena Refinery area in the Escombreras Valley, search and rescue exercises will be carried out. urban.
The rest of the actions will be carried out according to the incidents that the UME will introduce in the exercise, which may be simulated or real, in the Valley of Escombreras and in different points of the Municipal Term, proceeding to the action of all the action groups of the PLATECAR (Plan de Terremotos de Cartagena), in its respective functions such as: neutralization of chemical risk, consolidation of structures, rehabilitation of essential services, health care, etc.
ACTIVATION OF LEVEL 3
On Tuesday from 1:00 p.m., the Minister of the Interior will declare level 3 emergency, adding a second PMA (advanced command post) in Cartagena, managed by the UME that will be located in the Security Park, proceeding to the transfer of powers .
Being a level 3 exercise, the UME's head general will be in charge of directing and controlling operationally, and the entire EMU will be involved in the exercise, with some 550 military from the third battalion.
This simulation will allow all the specialized services to train in the reaction to an emergency, whose objective is to be prepared to act in complex emergencies and to favor the practice of protocols to work in a joint device.
Although the different scenarios have been planned so that the daily life of the population is not affected by the development of the same, the call is recalled so that no alarm is generated on the days that the exercise will be developed as it will be increased the circulation of emergency vehicles and military participants.
