The deputy speaker of the MC Cartagena municipal group, Isabel García, will reiterate, during the ordinary plenary session on April 26, the intention of her training to recover the value of transparency in municipal management.
On this occasion, it will do so through the composition of the Contracting Committee, to urge the Socialist Government to allow the integration of representatives of the opposition in it, in order to resume the lines of participation and transparency established during the Mayor's Office of MC.
The cartagenerista formation regrets that, when entering into force the Law 9/2017, of November 8, of Contracts of the Public Sector, the Executive of Castejón has opted for its more restrictive application to provoke the veto of the groups of the opposition.
This, in spite of the second additional provision, that grants the option of including in the Board the labor personnel of the Corporation or its elected members.
In fact, with the application of this section, if the Government has shown its will, a group of the opposition could already be represented and, in addition to giving access to the infrastructure chief, there would already be two.
García will recall that section 5 of the same provision establishes the possibility of constituting the Procurement Boards, which would replace the Procurement Boards.
This power is circumscribed to municipalities of large population, being a matter delegated to the Governing Board, which would delimit the composition and characteristics of the contracts in which they intervene.
Thus, sheltering in the possibilities of participation and transparency offered by the Law, Isabel García will provide the Socialist Mayor's Office the opportunity to rectify and continue advancing along the lines of transparency that led Cartagena to become the reference municipality in the matter.
Likewise, in the content of the text, MC will request that the head of Infrastructures appear as member and that the official responsible for the contracting service or the Heritage service be appointed as secretary.
Percentage destined to 'reserved contracts'
In relation also to the application of the aforementioned standard, through another initiative, the cartagenerista training will seek the consensus of the Corporation to urge the Local Government Board to establish, by 7%, the reservation percentage of the right to participate in the procedures for awarding certain contracts or certain lots thereof, to the Special Employment Center for social initiatives and insertion companies.
Garcia, who will also defend the proposal, will advocate for promoting the role of public procurement "to achieve smart, sustainable and inclusive growth, while guaranteeing the use of public funds where the greatest degree of economic rationality is imposed" .
Those Special Employment Centers whose percentage of workers with disabilities or in a situation of social exclusion are the ones foreseen in their reference regulations and, in any case, at least 30%.
