The municipal government and unions have reached this morning at the General Negotiating Table an agreement on the Human Resources Management Plan of the City of Cartagena.
According to the mayor, Ana Belén Castejón, it is an historic agreement with all the union organizations: Sime, UGT, CCOO and CSIF.
Castejón has indicated that for his Government it was a priority and necessary issue to design an institutionalized public employment policy, without improvisation and with long-term goals.
"We must optimize and rationalize municipal resources with an eye on citizens and their interests, but also with municipal employees," said the mayor.
EXTRAORDINARY CONSOLIDATION PROCESS
In its execution, this plan contemplates several phases.
The first is to develop an extraordinary process of consolidation of temporary employment of a structural nature, referred to the staff at City Hall.
With it, the positions occupied by 154 temporary public employees will be regularized, through the public employment offers of 2014, 2015 and 2017.
This is intended to regularize the interim situations suffered by these employees, including interim employees, temporary or indefinite hired non-fixed.
At present, the City of Cartagena has 1,580 public employees, of which 1,050 are career civil servants;
273 workers hired;
76 interim officers and 48 permanent employees.
The selective process of consolidation will be articulated through an opposition contest subject to the constitutional principles of equality, merit, capacity and publicity.
The contest will have a percentage of 40% and opposition of 60%.
The professional experience and the merits of the applicant will be part of the contest.
The opposition will have two exercises, at least one of them of a theoretical nature.
GIVE STABILITY TO EMPLOYMENT
On the other hand, the councilor for Sustainable Development and Public Function, Francisco Aznar, has specified that the Plan, which aims to eliminate temporary employment and provide it with stability, will be approved at the next Governing Board, with the beginning of the first processes also being foreseen. selective throughout the month of May.
The objective is that this first part of the plan is completed in 2019, to continue with the following, which will focus on the modification of the Job List (RPT);
the staffing of the workforce;
the definitive provision of the jobs of the TPN;
the administrative career and training.
