The Municipal Group MC will take to the next Plenary a proposal to carry out the dissolution of the consortium 'Cartagena Port of Cultures', thus ending the duplicities that currently exist as the company of the same name is responsible for carrying out the management of the project .
Thus, the training Cartagena, through its deputy spokesman, Isabel Garcia, will urge the City Council and other entities and organizations that are part of the consortium to integrate into that society.
Likewise, the initiative will include the establishment of a number of members that allows a composition proportional to the political representation of all the municipal groups that make up the Plenary.
In this regard, Garcia recalled that the consortium 'Cartagena Puerto de Culturas' was constituted in January 2001, while the company, 'Cartagena Puerto de Culturas SA', did in June of the same year.
The mentioned society arose from the 'Consortium for the Tourist Development of Cartagena Port of Cultures', organism that was integrated by the following entities:
- Ministry of Culture and Tourism of the Region
- City of Cartagena
- Official Chamber of Commerce, Industry and Navigation
- COEC (Regional Confederation of Business Organizations of Cartagena)
- Polytechnic University of Cartagena
- Port Authority of Cartagena
Opening to the public in 2003
This cultural entity was opened to the public in 2003 with a budget of 7.3 million euros, of which 88% was dedicated to works and equipment, while the rest was dedicated to studies and promotion of the project.
MC's deputy spokesperson assured that "we do not know the reasons why the consortium was created before the company, before the instrument of relationship between the company and other agencies that the public company itself", while pointing to this fact that "maybe there already existed from the beginning intentions to escape the control of their accounts by an independent entity such as municipal intervention."
Unnecessary duplication
Similarly, Isabel Garcia has clarified that "within the Board of Directors of the company and participation is given to those organizations and entities that make up the consortium, so we detect, in addition to the possible intentions mentioned above, a clear duplicity absolutely unnecessary , thus creating a complexity and a framework that is beyond logic ".
Endorsing the request of MC, it should be remembered that in 2014 the Autonomous Community, through the then director general of the Tourism Institute, Enrique Ujaldón, suppressed twenty-three consortiums and tourism companies, which resulted in savings of approximately one and a half million euros
"This happened in the autonomous community but not the local one," García said, "where this transparent and operational practice continues".
After the suppression of these entities, the consortium 'Cartagena Puerto de Culturas' continued losing strength after leaving the CARM.
"For all these reasons, we consider this dissolution more than justified, since the public company can continue to operate normally, and even more operationally, without escaping municipal intervention and avoiding duplications that only make the operation of tourism management more complex. the city".
Participation of the municipal groups
Finally, Isabel García has expressed her wish that all municipal groups are represented in said public company, both in the Board of Directors and in the Shareholders' Meeting, a fact that the MC's vice-speaker considers "essential" since it is about "To row all in the same direction to place Cartagena in the position it deserves in terms of tourism promotion."
