- "If the City does not respond, we will move a proposal to regulate its use in the Table of Mobility 'M17'", announced the local spokesman for Citizens in Cartagena, Manuel Padín
The Municipal Group of Citizens in Cartagena will ask in the next ordinary plenary session what measures the City Council has promoted or is promoting to regulate the use of the new electric personal mobility devices, electric skates, "hoverboards", "segways", among others.
As recently reported by the newspaper La Verdad, the DGT urged the municipalities in 2016 to develop municipal regulations to regulate the traffic of these mobility solutions.
In Instruction 16 / V-124 on Personal Mobility Vehicles (VMP), the DGT clarifies that these vehicles are not equivalent to motor vehicles so they can only "physically be located in the field of the road" when "it is expressly authorized by the local authority ".
The DGT specifies that they can not do it in pedestrian zones "except for explicit municipal authorization".
"We believe that these new means of transport have a lot of potential and are respectful with the environment and we should ask ourselves why we are not promoting their use in large cities to reduce short-distance travel by car or motorcycle; Barcelona has already been regulated and is already working in this direction in cities such as Madrid, Valencia or Valladolid, "said the spokesman for Cs in Cartagena, Manuel Padín.
For orange training, there is still a lot of work to be done so that the electric and sustainable vehicle is fully integrated in Spanish cities and among the obstacles that still have to be overcome are the lack of public awareness and the collaboration of public administrations.
According to the local spokesman of Citizens "what can not do this City Council is to let two years pass without meeting the request of the DGT, and leave in a legal limbo this means of transport generating confusion and insecurity among the owners of specialized stores , the users and even the Local Police itself ".
"If what they are waiting for is some misfortune to begin to act, badly we are going," said Padin who has acknowledged that with the publication of this statement and the questions that will lead to the next plenary session, "we intend the City Council to become aware of a problem that is not minor, because it fits into the general slowness that local public administrations have to adapt to the acceleration of technological development in recent years, that is, these situations of allegality, far from being resolved, will proliferate in very little time and we have to be prepared. "
In this sense, Manuel Padín recalled that in June of 2017, the City Council established a Mobility Board in which the Federation of Neighborhood Associations of Cartagena and District (FACVAC), the Port Authority, the Polytechnic University (UPCT) participate. ), the Trade Federation and the MoviliCT collective.
This table analyzes and develops the Mobility Strategic Plan 'Cartagena M17', "but to our knowledge, they have not touched on this issue, nor have they proposed to modify the mobility ordinance to regulate the use of VMPs, so that if After the next plenary session they do not give us a solution in the short or medium term, we will bring a proposal designed by our Municipal Group to that table, "the orange spokesman announced.
