- The need for this negotiation table is based on two reasons, "on the one hand the decision of Mrs. Castejón to place in the position of municipal auditor a militant and socialist excargo, and on the other, by the attempt of the Government of Cartagena to take the budgets to the ordinary plenary without having presented before an economic report with the forecast of income or with the accounts of the different autonomous agencies without approving ", explained the local spokesman for Citizens
The spokesperson for Citizens in Cartagena, Manuel Padín, does not understand "what Mrs. Castejón is waiting for to convene the negotiating table for the municipal budgets of 2018 agreed at the last ordinary plenary session with the support of PP, MC and Cs".
Citizens fear that the mayor of Cartagena will fulfill his threat and disobey the plenary agreement, "she is obliged to do it as soon as possible, it is not that we want to do the municipal budgets, it is to force her to govern well, to present some accounts without garrafales errors in the salaries of the councilmen of Government for example ".
Manuel Padin believes that this table is "perhaps the last opportunity that we will give the municipal groups to agree on the budget to unclog dozens of necessary investments that are blocked until the approval of the accounting document."
The spokesman of Citizens has assured that his Group is making all the possible efforts so that Cartagena has municipal budget, "but the PSOE is making it very difficult to us".
Manuel Padín explained that the need for this negotiating table is based on two reasons, "on the one hand the decision of Mrs. Castejón to place in the position of municipal auditor a militant and socialist excargo, and on the other, by the attempt of the Government of Cartagena to take the budgets to the ordinary Plenary without having presented before the rest of the political groups an economic report where the forecast of income is exposed, or with the budgets of the different autonomous organisms without approving ".
"Without these basic requirements, it is very difficult to reach an agreement, so we believe that this working table is useful, will force the PSOE to do things as they should be done," said Padin.
According to the orange spokesperson, the mayor of Cartagena, "has to understand that it has no absolute majority, on the contrary, it represents a democratic anomaly that has been reached after various political caroms, an absolute minority that only represents 17 percent of the electorate can not pretend to take a budget with electioneering dyes with the look set in 2019, but a consensus accounts with the support of a large majority that respond to the needs of all Cartagena.
Padín remembers that the participatory budgeting works are pending, the previous year's items were not executed, "so we have to make every effort to negotiate those budgets as soon as possible, the citizens are not to blame for paying the consequences of the paralysis of all these executions. "
Citizens maintain their suspicion
With the political decision of Mrs. Castejón to hitch a socialist interventor, and the unwillingness for dialogue and negotiation, Ciudadanos sees increasingly clear that the PSOE will try in Cartagena what it has already done in other municipalities, is to say, that anti-democratic strategy of imposing electoralist budgets without the support of the Plenary, without consensus, without negotiation and without participation through a question of trust linked to the accounts, taking advantage of the fact that the lack of harmony between the opposition groups makes it unfeasible motion of censure.
