The Municipal Group of Citizens in Cartagena has announced that it will defend a motion at the next regular plenary session to combat with determination the increase in crimes against property and the deterioration of neighborhood coexistence related to illegal occupations in the municipality.
The orange formation will require the implementation of a Plan for the Protection of Coexistence and Neighborhood Security against illegal occupation that includes, among other measures, the creation of an Office for the Defense of the Rights of Neighbors Affected by Illegal Occupation, as body responsible for ensuring security and neighborhood coexistence.
As reported by Cs, this Office must have a monitoring unit against illegal occupations to coordinate surveillance actions and instruct the administrative files that accredit the facts contrary to the ordinances in terms of coexistence and citizen protection based on complaints in a centralized point of neighborhood attention against the usurpation, so that it serves as evidence in the pertinent judicial processes.
The Cs proposal includes the immediate reinforcement of the police presence and preventive patrolling in the areas affected by the occupation problem and that, within a maximum period of three months, work begins on the preparation of a census of occupied housing. quantitative and qualitative, where the type of occupation is indicated, differentiating the mafia occupations of the people who carry them out for reasons of necessity.

According to the spokesperson of Citizens in Cartagena, Manuel Padín, "this Municipal Group has been able to see first hand that the phenomenon of illegal and violent occupation is growing in Cartagena, the last example we have been living for some time in Pozo Estrecho, areas of the downtown Cartagena and on La Palma, where we could talk to neighbors who are desperate and afraid. "
"In some cases, this occupation is promoted by organized crime groups, as intermediaries who try to obtain a profit by taking advantage of the desperation of many families who lack housing or who have lost it in an eviction, or by using the property as a basis for operations for other criminal activities, such as drug trafficking in the so-called narco-flats ", explained Manuel Padín.
For the orange training, this growth in cases of illegal occupations has its origin, on the one hand, in a lack of legal instruments that allow reacting once verified and promote an effective and agile eviction of the buildings and, on the other, in a shortage of human and material resources to detect these occupations and execute the corresponding eviction orders.
Manuel Padín says that "the lack of response from the public authorities generates a sense of lack of protection for the legitimate owners as well as for the neighbors who have to face this type of situation, as well as impunity for the mafias that carry out this type of Criminal activities".
"It is necessary, therefore, urgently strengthen our legislation to ensure security and citizen coexistence," said the orange spokesman who recalled that "has been a Proposition of Law (PL) for this purpose in the Congress of Deputies , whose admission to processing will soon have to be submitted to the consideration of the different Parliamentary Groups ".

Among the measures included in the PL, the following stand out:
1) Reform of the Horizontal Property Law to legitimize the Owners' Meetings, through its President, to urge the eviction of illegally occupied homes when they are a disturbance to the coexistence and security of the neighborhood community.
2) The reform of the Civil Procedure Law and the Criminal Procedure Law, so that the evictions of illegally occupied houses are processed through the procedure of "fast trial", in order to minimize the procedural deadlines, and to allow the immediate recovery of the property by the legitimate owner as long as the process lasts.
3) The reform of the Penal Code, to increase the penalties in cases of illegal and violent occupations of houses, and to typify as a specific crime the illegal occupations that are promoted by organized criminal groups to obtain a profit, or that are taken to carried out by these organizations to develop other types of criminal activities, such as drug trafficking or trafficking in human beings.
4) On the other hand, any initiative that addresses the phenomenon of illegal occupations can not be alien to the origin that leads many families to be in the hands of these criminal organizations, which is none other than the situation of need for housing whose costs they can not face or have been deprived of their rights after an eviction, in most cases, due to unforeseen circumstances beyond their control following the recent economic crisis.
