The Group of Citizens has used their turn to supervise and control the Government action in asking seven questions.
Effective cost per inhabitant of garbage service
In the plenary session on February 12, Citizens filed a motion requesting the local Executive, among other things, to declare the amount of "Effective cost per inhabitant in euros" of the collection, transport and storage or disposal of garbage, waste and solid urban waste in the year 2016 and that publicly reported with charge to what is covered by the presumed deficit (if the cost is adjusted to the obligations it recognizes) of 96 euros per inhabitant that show the figures of the Ministry of Finance and Public Function.
The motion was approved unanimously.
In the debate prior to the vote, the councilor in charge, Juan Pedro Torralba, acknowledged that he did not know what it was and why the effective cost had not been published by the City Council, as required by law.
The spokesman for Citizens in Cartagena has asked again today about this issue.
The councilor of the area of ​​Finance, Carmen del Amor has responded that they are waiting for the concessionaire to provide certain documentation, and a computer application will be acquired to facilitate this calculation.
Expect to have this data in two or three months.
El Gorguel landfill
A few days ago, through the newspaper La Verdad, Ciudadanos learned that the Government of Cartagena was ignoring a report of the UPCT of January 2017, which warned in detail of the high risk of contamination in the landfill of El Gorguel.
Citizens today asked why Lhicarsa was not urgently required, since July last year, to take action and why this incident was not communicated to the Community.
Manuel Padín recalled that the competencies in waste management and the requirement of compliance with regulations is municipal.
The councilman of Government, Juan Pedro Torralba, has not answered the question.

New Law on Public Sector Contracts
On March 9, the new Public Sector Contracts Law came into effect, imposing, among other measures, the reduction in the amount of expenditure authorization by the Local Government Board, and the restructuring of the composition of the current hiring table.
For this reason, Ciudadanos sent several letters addressed to both the Mayor's Office and the councilor responsible for the Economic Strategy Area, requesting information regarding the actions that the Executive was carrying out to adapt to the new regulations.
Having received no response from the local government, the orange spokesman has taken to today's plenary these doubts, that is, what Cartagena is doing to adapt to the law, if it has made or intends to carry out training and / or information activities for Give to know the changes to municipal technicians, Corporation and citizenship.
Carmen Martín, mayor of Finance and Economy, has replied that the City is launching an online application, and a document to process minor contracts.

Budget surplus
On March 1, Cs asked the City Council to inform him of his plans to invest the municipal surplus that will be released when the Ministry of Finance approves the Decree Law that will allow local corporations to have more freedom of that money.
When not receiving any response from the Government of Cartagena, Cs Cartagena has presented a battery of questions to clarify, among other things, how much and in what this item may be invested.
The mayor of the area of ​​Economy and Finance, Carmen Martín del Amor, has ensured that the surplus is 13 million euros, although it has qualified that the accounting is not closed.
As for the rest of the issues, del Amor has specified that it will be the Decree Law that must leave the Council of Ministers that will clarify those issues.
Maintenance and marquee in Los Nietos Viejos
The mayor Ana Rama recalled in today's plenary session that in October 2017 her group presented a request for the local executive to urge the competent authority to install a marquee at the Los Nietos Viejos stop, as well as to carry out the corresponding tasks of maintenance and cleaning.
The situation, more than four months later, remains the same, for which the councilor of Cs has requested explanations from the Government.
Councilman Juan Pedro Torralba has assured that they are in contact with Adif to achieve the installation of the marquee.
As for cleaning, Torralba has not recognized the poor condition.
Measures for saving water
At the beginning of this month, Citizens asked the City Council in writing to explain what measures are being carried out or were to be implemented by the City Council in order to meet the water saving demands imposed since November 2017 by Canales del Taibilla and the Confederación Hidrográfica del Segura (CHS).
The Government of Cartagena replied had submitted to the CHS, a proposal to update the emergency plan in the drought situations of the municipality, in order for this body to make the mandatory report to be finally approved by the competent body of the City.
The spokesman of Cs Cartagena, recalled in the plenary session that the current Drought Plan is more than 10 years old and that Canales del Taibilla gave the order in the month of November 2017 to municipalities of more than 20,000 inhabitants, of saving about 25 cubic hectometres until October, but at the beginning of this month of March, only the non-compliance of the consistories could be confirmed.

The mayor of Government, Obdulia Gómez, has responded that the City Council has "fulfilled the duties" but not the Confederación Hidrográfica del Segura that, according to Gómez, is the one who must promote the Drought Plan and its update.

European Cemeteries Network
Ciudadanos has returned to the ordinary plenary session the accession of the Cemetery of Los Remedios to the European Network of Cemeteries.
Ana Rama wanted to know if after more than two years the Cartagena cemetery is already a member of the network and at what point of the process is the patrimonial inventory.
In addition, Rama recalled that on March 8 stole several doors of the pantheons and asked the City Council to explain what security measures the municipal government plans to implement in the cemetery to protect against looting.
The councilor responsible for the area of ​​Tourism, Obdulia Gómez, has reported that since December 2017 the Master Plan of the Cemetery and the patrimonial inventory has been completed and that since March 20, this cemetery is within the network.
As for vandalism, has announced some measures that will be applied as the installation of security cameras, light bulbs, and greater police presence.
Regulation of Citizen Participation
