This morning, the MC Cartagena municipal group has once again remained alone, with the only support of Cartagena Sí Se Puede, in its defense of the general interest and welfare of Cartagena.
PSOE, PP and Ciudadanos have been re-aligned to avoid that the process of reviewing the water tariff is redirected through the channels of legality and technical criteria.
To try to achieve this, MC has defended the need for Ana Belén Castejón to promote the application of the municipal cost study of the service issued by officials to establish a new rate, giving continuity to the formal procedure initiated on June 1, 2017 in the Government Board .
A process adjusted to the strictest legality that has been obviated by the socialist mayor after negotiating it with the concessionaire, whose agreement imposed on December 29.
The training Cartagena has exposed the need to urge the Governing Board, after legal processing through the appropriate municipal services, to approve by virtue of the authority of the administration fare, and under the reasoning that work in the file approved in Government Board, a water tariff with a transitory nature.
This rate would be in effect until the contractual relationship was resolved by the collective appeal filed in 2004 against the extension of the municipal water service contract service;
the liquidation of surpluses;
the application of tariffs, possible extra costs, etc.
In addition, it would have adjusted to the municipal cost studies, allowing Cartagena residents to pay less for water, with the certainty of not paying extra costs as has been the case when applying proposals from the concessionaire.
MC has tried to validate the great work done by municipal technicians for two years, limiting the action to the legal procedures plus guarantees and translating it into a sensible reduction of the tariff, far from the skillful negotiating skills of the Mayor's office that call into question the legality and the benefit of citizens.
The traditional parties are opposed to studying the direct management of the service
The strategic alliance of PP, PSOE and the silence of Citizens to safeguard the welfare of the concessionaire to the detriment of the neighbors has experienced a new chapter with the refusal to the proposal of MC to urge the local government to study the formulas of direct management and indirect, with priority to the first, of the municipal water supply service.
This, despite what could be an imminent estimate of the nullity of the extension agreed in the Plenary of 2003, which entailed an extension of 25 years of the concession.
The more than probable estimate would reflect an ideal scenario to study and decide which form of service provision is more favorable to the interests of the neighbors.
It could be translated into a direct management of the service through the most qualified municipal officials, some of them aware of the details of the contract and the public service for more than thirty years.
With its refusal, PSOE, PP and Ciudadanos have also avoided requesting a boost and streamlining of the surplus liquidations of previous years (at least between 2011 and 2017), the incorrect application of tariffs and extra costs in general, in order to specify the amount cost that the concessionaire owes to the Cartagena.
