The Water Service Contract Monitoring Commission met this afternoon under the presidency of the mayor, Ana Belén Castejón.
In this commission in which representatives of political groups, municipal technicians, neighbors, businessmen and the concessionaire of the service are integrated, the report prepared by the technical assistance hired to analyze the operation of this service has been reported.
As pointed out by the Councilor for Public Services and Citizen Participation, Juan Pedro Torralba, the mayor had undertaken to take to the first monitoring commission that convened the conclusions of this study commissioned by the City to oversee the work of the concessionaire of the Water and "has fulfilled its commitment".
According to Torralba, these conclusions are clear: it has been analyzed if the structure of the service is adequate or is oversized and it has been concluded that the structure is correct;
so in the opinion of the councilor the concessionaire is not overcharging for excess personnel, according to the audit.
The materials used by the concessionaire for maintenance work have also been analyzed and it has been concluded that the purchase of materials is made at a market price, said Torralba.
Equally, the councilor has assured, the capacity and means of the companies that Hidrogea subcontracts has been studied and it has been determined that they are adjusted to law.
It has also been verified that the concessionaire's obligations are being carried out in terms of environmental regulations and safety and occupational risk prevention, in an appropriate manner and in accordance with current regulations, and it has been concluded that the performance of the municipality's network of Cartagena is well above the average of municipalities with similar characteristics.
However, Torralba pointed out that deficiencies and significant shortcomings have been detected in the maintenance status of treatment plants and pumping stations in the municipality of Cartagena.
For this reason, it is recommended that ESAMUR undertakes immediately and to the extent that the budget allows it, works to improve the maintenance of facilities.
The councilor recalled that recently has been renewed the agreement with ESAMUR that will allow the execution of about 900,000 euros in 12 projects in the municipality of Cartagena.
Another aspect that has highlighted the council regarding the report is that it should not be included in the tariff proposals (as has happened with the proposal that is awaiting processing at the Price Board) the teleletura system, whose cost of implementation It would amount to 9,894,927 euros.
It is also recommended to establish new rates for institutes, hospitals and universities and to better define the application criteria for subscribers in domestic tariff and industrial tariff.
Finally, it is advisable to develop a procedure that establishes the contents and characteristics of the documents that future works projects should contemplate.
