The first effective session, after its establishment, of the Research Commission on the Concession Contract for Drinking Water and Sanitation Services has taken place today in the Multipurpose Room of the San Miguel Building.
The meeting was chaired by the councilor-spokesman of the Municipal Group of Citizens, Manuel Padín, and has had the assistance of the spokesman of the PP, Francisco Espejo, the councilor of PSOE, Juan Pedro Torralba, the mayor of MC, Isabel García, the spokesperson of CTSSP-Podemos, Pilar Marcos, and as secretaries of the Commission, outgoing and incoming, Emilia María García and Myriam González del Valle respectively, and several advisers from each of the municipal groups.
This commission is the result of the agreement of the Extraordinary Plenary of January 18, 2018, which approves the establishment of a Research Commission whose purpose would be to monitor compliance and possible irregularities in the water service contract and specifically: knowledge and evaluation of the cost and rate studies carried out since 1992, as well as the procedure used in them, the possible subcontracting to third parties or companies of the Hidrogea business group of works and services, the contracting by the concessionaire of investment works, the management and destination of the so-called 'surplus' since 2012, the level of execution of the works that justified the modification of the contract in 2003 (the extension of 25 years), and the alleged liabilities that could be derived.
The president of the Commission, Manuel Padín, has confirmed that the members of the parties may be accompanied by an adviser, and has clarified that the purpose of the Commission will be circumscribed to the six points expressed in the plenary agreement that gave rise to it.
Regarding the attendance or not of persons external to the Commission, both the incoming secretary of the Commission, Myriam González del Valle and the outgoing, Emilia María García, have maintained that this Commission is municipal, and that the councilors have the duty to safeguard the confidentiality, but this duty can not be required of any other citizen who attends the table, and taking into account that sensitive documents will be analyzed, and presumably municipal technicians will appear, among others, it does not recommend the assistance of external persons.
The president of the Commission, following this technical-legal criterion, has chosen to consider that the assistance of any external person does not proceed, without prejudice to the fact that at any time any person can be cited as part of the investigation.
The first session has served to collect the request for documentation from the different municipal groups, regarding the contract, and the service provided by the Hidrogea company.

Manuel Padín has reaffirmed his commitment that "this commission serves to clarify to the public all the doubts that exist about the water service, if there are political responsibilities, we will find them, we will try to make this municipal body really useful and not become something undesirable, nor in an electoral weapon ".
