The Plenary Session of the City Council of Cartagena, meeting today under the presidency of the mayor, Ana Belén Castejón, has approved an institutional declaration in which it expresses the unanimous agreement of all the Municipal Groups to join the demands of the CCOO and UGT Trade Unions in defense of decent pensions.
The statement also supports the marches promoted by these organizations, in the defense of a public pension system that guarantees the maintenance of the social contract inherent to the public pension system, which favors social cohesion and respects the rights built as throughout the working life, together with effective redistribution of wealth measures, which guarantee sufficient pensions in all cases.
The plenary session of the City Council of Cartagena will transfer to the central government, parliamentary groups and social partners, the need to recover the government mechanisms involved in the public pension system through the Social Dialogue and within the framework set out in the Toledo Pact.
The session began this morning after ten o'clock in the morning and was suspended near three o'clock in the afternoon, after the expulsion of the spokesman of MC, José López, who had been called to order several times by the mayor, for proffering insults in his interventions.
There was even a 20-minute recess in which the Board of Spokesmen met to try to redress the situation without success.
The plenary session resumed at about half past four, no longer with López and with a prior order matter from the councilor Isabel García, alleging the right of her spokesperson to attend the sessions, and the mayor's response to the application of the regulation, which was followed by the abandonment of the hall of the rest of MC councilors.
MOTIONS
Within the section of resolution motions, the plenary session has approved, with the only abstention of the PP, an initiative of Citizens to convene in less than 10 working days the Commission for the modification of the Organic Regulation of the Plenary, in which it will be studied and It will elaborate a list of deficiencies and needs that the current regulation lacks, in order to adapt it to the new current political reality.
With the abstentions of Citizens and PP, which have been contrary to the tone of the initiative and would have approved the PP, according to his spokesman, if it had been an institutional statement, has approved a joint motion of CTSSP, PSOE and MC in Support for the Women's General Strike on the occasion of March 8th.
Through this motion the City Council will guarantee the exercise of the right to strike of all those workers who want to use it;
facilitate the demonstrations, rallies, activities and events convened by women's associations;
and will illuminate the purple town hall as a symbol of support for the struggle of women.
Also referred to women has been approved a motion of the PP to be included in the next budget the amount needed for the study of the implementation of different points family reconciliation in the municipality, for children registered in the municipality of Cartagena between 3 and 16 years in non-school hours and that allows, among other things, to combine working hours of mothers and fathers with the attention to minors, in a place where they share a space daily, complementing and attending to their basic and educational needs as already exists in other cities such as Murcia or Santander.
Also the creation of a seal of quality and bonuses for companies that facilitate family reconciliation.
The motion has been approved with the abstention of CTSSP and the vote in favor of the rest of the municipal groups.
With the abstentions of PSOE and CTSSP, which understood that it would precarizaría attention to women victims of gender violence, the plenary has approved a motion by the PP to urge the Autonomous Community of the Region of Murcia to the signature of the agreement for the reinforcement of protection and comprehensive assistance to victims of gender violence, through the Psychosocial Care Unit of Civil Protection, which would integrate volunteer psychologists who would be trained with a course of 20 hours.
The initiative has had the support of Citizens and MC that have considered it a measure that can help.
The plenary session has also approved an MC motion for the Treasury Department to process the file to obtain the real estate property tax bonus in favor of the Cartagena Speed ​​Circuit, in accordance with the current regulatory ordinance for said tax.
The vote has had the favorable vote of all the municipal groups, except CTSSP that has voted against considering that a permanent bonus could not be granted for this case.
Already in the afternoon the plenary session has approved a motion of Citizens so that the City Council adheres to the acts that are celebrated at the state and regional level throughout the month of February coinciding with the World Day of Rare Diseases, without prejudice of all those initiatives that can be developed at the local level.
Likewise, to carry out a dissemination campaign to inform the public about this I Comprehensive Regional Plan for Rare Diseases.
The vote has counted on the favorable votes of the four present groups: PP, PSOE, Citizens and CTSSP.
The plenary session also approved the Citizens' motion to highlight the work of the great Cartagena painter and illustrator Nicomedes Gómez, holding a temporary exhibition, and studying the possibility of looking for a location where he could exhibit it permanently.
It has also been agreed that the room known as 'Subjective Room' on the ground floor of the Consistorial Palace will be renamed 'Sala Nicomedes Gómez', in recognition of this unrepeatable artist, without this meaning that this exhibition hall will no longer be oriented towards empower young promises
The agreement has had the abstention of CTSSP, in disagreement with the way it has been carried out.
The plenary also approved the motion of CTSSP so that the City of Cartagena is committed, during this year 2018, to fix the most pressing defects of the medical offices of the municipality and urging the Autonomous Community and the Murcian Health Service to condition and make the necessary improvements, this year without fail, in the health centers of our municipality.
The vote has had the favorable vote of the four groups present: PP, PSOE, Citizens and CTSSP.
Finally, the plenary session has also approved the motion of CTSSP so that the Department of Culture (or the corresponding area) allows musicians who so wish to play in the streets, with a simple application process, at agreed times and places. between musician and City Hall.
Also so that in a period of one month written contributions from all municipal groups are presented to proceed with the modification and update of the 1996 Begging Ordinance, in order to have a regulation that sets the objective in the needs of the people who claim this, avoiding financial penalties and decriminalizing the practice of art and music in the street;
and so that in the same period all the stolen musical instruments are returned, considering that it is a sufficient time to contact their owners.
The motion has been approved with the votes of the four groups present at that time: PP, PSOE, Ciudadanos and CTSSP.
ASSIGNMENT OF MUNICIPAL GROUPS
Within the agenda the issue that has generated debate has been the account giving of the file that at the request of the Plenary opened on the justification of the allocations of the municipal political groups between 2011 and 2016.
CTSSP has warned of the lack of justification for some of the assignments of other groups and has announced that it will submit its report to the Court of Auditors to determine its legality.
For its part Citizens has urged to clarify as soon as possible what is justified and what is not.
MC has said that they have justified what they lacked and that this is a matter that has been dizzying for two years and has announced that they are going to present a motion for PP and PSOE to return what is not justified.
Both PP and PSOE have indicated that the allocations were justified by them and monitored by the municipal intervention already in its time and that no objections were raised.
After giving account of this file in plenary, the groups must decide if they raise it to the Court of Accounts in case they do not agree or submit proposals for a resolution in a next plenary session.
PRAYERS
In the pleading section, the government has collected three petitions from the PP, referring to the referral to the municipal groups of the external audit carried out on Hidrogea;
the study of a surface treatment of the greenway of the neighborhood of Peral and the study also of the extension of line 14 of buses for its stop in the center of Ápices in Santa Ana.
From MC the Municipal Government has collected the requests for the creation of a census of local artists and cultural entities;
for the tourist divulgation of the natural values ​​of the region and the maritime province of Cartagena and for the improvement of the vual security in the municipal highway between the Guide and Mills Marfagones, on its way through the Pozo de los Palos.
Citizens have collected a request for cleaning and sanitation of the nursery area of ​​the Barrio de la Concepción, or whoever holds the ownership of this plot to undertake cleaning tasks as soon as possible.
Last of CTSSP the municipal government has collected four requests;
to study the habilitation of public toilets in certain areas with crowds of people throughout the year, to meet the personal needs of both tourists and citizens of Cartagena;
another on signage of pedestrian preference in the Plaza de Juan XXIII;
another for the replacement of the old plaque in the plaza of General López Pinto for that of its new denomination, Plaza de las Puertas de la Serreta;
and another to study bonuses and discounts on urban buses for large families of general category and students.
