The Community starts the last phase for the approval of the transitory urban planning norms of the General Plan of Urban Planning of Cartagena, once the technical commission has given the green light to the municipal document.
This was announced today by the general secretary of the Ministry of the Presidency and Development, Yolanda Muñoz, after the meeting with regional and municipal technicians in which the mayor of Cartagena, Ana BelénCastejón, also participated.
Yolanda Muñoz stressed that "the regional government has worked from the first minute to give an immediate solution to the neighbors and entrepreneurs of Cartagena in order to give legal security to their homes and economic activities already developed and strengthen the economic and social development of the city".
The general secretary stressed that the preparation of the transitory rules was a solution proposed by the regional government while the City Council is preparing a new general plan "that complies with all legal guarantees".
The transitory urban planning norms of the municipality "are the result of intense and joint work" between the Community and the City of Cartagena, and "will allow the city to continue processing key projects for the development of its economy in the short and medium term".
The will of the regional executive is to approve the transitory rules in the shortest possible time "for which we will expedite the deadlines as much as possible," said Secretary General Yolanda Muñoz.
Thus, all the councils involved will be asked to study them in parallel in order to be submitted to public information "as soon as possible" and then analyzed by the Legal Services Department, before being sent to the Governing Council for your approval
The transitory norms are an exceptional urban figure foreseen in the new Law of the Land of the Region of Murcia, and it has a temporary character during the period of preparation of the new General Urban Plan. This instrument was proposed by the Community with a triple objective: guarantee legal security, protect the historical-cultural heritage and the environment, and preserve the economic and residential activity of the municipality.
Scope of regulation
Yolanda Muñoz explained that, in the field of protection, the transitory norms update and complete the provisions that affect the cataloged historical heritage and establish measures for the protection of the environment, Protected Natural Spaces and Natura Network, flora, historical and monumental trees and protection of fauna.
With the objective of promoting economic development, the standards direct their scope mainly to urban land, adapting the criteria of form and use of the building and reordering certain areas with short-term development expectations.
The general secretary explained that, in order to promote socioeconomic development, a new regulation is established in the Valley of Escombreras according to the specific characteristics and conditions of the industries located in that area "to favor the expansion and renewal of existing and the implementation of new initiatives ".
