The three councilors of Citizens in Cartagena, Manuel Padín, Ana Rama and Alfredo Nieto, have inspected the works that the City of Cartagena began in September 2017 at the Center for Welcoming and Treatment of Animals of Company (CATAD) to improve animal welfare .
The orange councilors were accompanied by the councilor in charge of the area of ​​Animal Welfare, Obdulia Gómez, the head of the Laboratory, Nuria Vergara, and the center's manager, David Cervantes.
Citizens have reported that the works are paralyzed, and that in the absence of reviewing the approved project again, the orange training spokesman believes that the new cheniles that have already been built "present a series of deficiencies that we believe do not correspond to the specifications of the project we envisioned ".
"In any case, the cheniles that we have seen do not adapt to what the animals need, and they do not solve the problems that they had before", explained Manuel Padín, who also considers that there is "goodwill on the part of of the Socialist councilor, Obdulia Gómez, who at all times is controlling that the result of these works serves to improve animal welfare. "
One of the reasons that led the Citizens Group to submit an amendment to the 2017 budgets to adapt the cheniles was the realization that they were not prepared to protect the animals from the cold and rain, "but the construction of the new ones does not this protection, they are open, the floor of the corridor is inclined so that when it rains the water will enter the living quarters and dirt will accumulate, and the material of the pavement is not adequate ".
In addition, the works should have ended in December so the deadline for the execution of a project that had a budget of 123,000 euros has been breached.
On the other hand, in spite of the fact that a note from the City Council reported in September that the dwellings would be expanded and that a new food distribution system would be available, this has not happened.
Citizens has announced that they will request a new project and a meeting with the contract director to confirm that the works that have been inspected are not adapted to the objectives of the technical specifications, and based on this analysis will request that the modifications be made relevant to safeguard the requirements required by current regulations.
"The truth is that the feeling we have left after the visit is discouragement and frustration, the list of works that start in Cartagena and end without meeting expectations is endless, and we have to find a way to monitor the development from the beginning of works, of large and small, to save time and money, "Manuel Padín has warned.
