MC attends the recognition of his work that distinguishes Cartagena, for the second year in a row, as a 100% transparent municipality (13/02/2018)

The work developed by the Department of Sustainable Development and Transparency led by María José Soler (MC Cartagena) until January 8 has allowed the City Council to collect this morning the Infoparticipa seal, recognizing the compliance of the Consistory with 100% the indicators in quality and transparency of public communication.

The event took place at the 'Las Claras' Cultural Center in Murcia and was attended by Soler and the spokesman for the Cartagena training, José López.

For the second consecutive year, the work of Soler, sponsored since the arrival of Lopez to the Mayor's Office in 2015, has resulted in the recognition given by Infoparticipa, initiative promoted by the Autonomous University of Barcelona, ​​which, since 2012, has been consolidated as a tool to promote the transparency and quality of information of local administrations, through the estimations of prestigious experts from all over the country.

Good work that has been recognized by the councilor of the municipal government in charge of receiving the distinction.

Cartagena, regional leader in transparency from the Mayoralty of MC

In 2016, the year in which Cartagena consolidated its leadership as the most transparent municipality in the region, Infoparticipa studied 1,486 Spanish municipalities, of which only 26 achieved 100%, which is equivalent to 1.75%.

In this small percentage, Cartagena was located.

The distinction received today is the result of the evaluation of the 45 municipalities of the Region that took place between the months of November and December (2017), and until January 15, 2018. Therefore, it is an analysis that ponders the outstanding work done by the aforementioned mayor and the municipal technicians, action interrupted after the breach of the government pact executed by the socialist mayor Ana Belén Castejón.

Objective data endorse the path of the councilor of MC at the head of the Department of Transparency, as the fact that, in July 2015, the City Council only met 73.1% of the indicators, until reaching 100% just one year later, already under the Mayor's Office of MC.

This qualitative leap came thanks to the desire of the Cartagena training to add, for collective knowledge, the most sensitive information for the 'traditional' politician, symbolizing a global strategy that opted for a transparent government in order to regain the confidence of the people and govern facing the neighbors and with them.

External acknowledgments

The work of Soler at the head of the Department of Transparency led to outstanding achievements, such as the incorporation of the tender procedure of minor contracts to the catalog of good practices of the Network of Local Entities for transparency and citizen participation.

Also, the initiative 'The Value of Transparency', a book edited to convey the value of transparency in a language adapted to children.

However, the change of inertia favored by Castejón indicates that the Cartagena City Council will hardly continue to be exemplary in its Transparency policies.

This is deduced from decisions such as the determination of the mayor to increase the power of the councilors of Government to authorize expenses and the contracting of works and services up to 18,000 euros plus VAT.

There are also other arguments, such as the obstacles imposed on municipal groups such as MC in accessing information, such as the agreements adopted during the Governing Board held on December 29.

MC Cartagena incorporates transparency into municipal management

The commitment maintained by the local Executive with the arrival at the Mayor's Office of José López was reflected in various measures such as the implementation of the Municipal Transparency Portal;

the training of public employees in matters of transparency;

adhesion to the Network of Local Entities for Transparency and Citizen Participation of the Spanish Federation of Municipalities and Provinces (FEMP);

as well as the Code of Good Local Government of the FEMP, in addition to subscribing to the Decalogue of Good Practices of Local Public Communication.
