Motions

Salary matching

The Group of Citizens in Cartagena today promoted an institutional declaration in today's plenary to expressly recognize the work of the Civil Guard and National Police to guarantee security, compliance with laws and the defense of the exercise of rights and freedoms of the citizen.

In addition, the Government of the Nation has been urged to proceed to equate their salary payments with those of the regional and local police forces, as well as improve the working, professional and social conditions of the members of the Civil Guard and the National Police so that they can to carry out his police work in decent conditions.

Citizens has also promoted through a motion the reactivation of the project so that Cartagena is the permanent headquarters of the Universidad Internacional del Mar. The orange training has demanded and achieved the firm commitment of the Executive to take up this initiative, in order that can be materialized as soon as possible.

The orange spokesman, Manuel Padín, recalled in plenary session that last June, on the occasion of the signing of the regulatory agreement of the International University of the Sea for 2017, the then mayor publicly expressed with the rectors of the University of Murcia and the UPCT, the intention of the Consistory, with the approval of the two public universities, to find a permanent headquarters for the Universidad del Mar in Cartagena.

"Since then little or nothing was known," said Manuel Padín.

Defense of local journalism

Given the recent attacks by MC spokesman, José López, on the impartiality of the local press, Ciudadanos has managed to get the Plenary to back its initiative so that the City Council subscribes to the Manifesto "Public Commitment to Employment and the Journalistic Profession", and commitment to establish a protocol of good practices and ethical behavior with the media.

As indicated in the text of the motion, this agreement will be reported to the local and regional media, as well as to the Association of Journalists of the Region of Murcia.

Cleaning contract

Before the controversy arising from the alleged breaches of the road cleaning and garbage contract, the spokesman of Cs Cartagena, Manuel Padín, has requested and achieved with an initiative that is convened as soon as possible a Board of Special Spokespersons and monograph on this contract with the In order to expose and clarify the anomalies report of the Department of Infrastructures, the response of the concessionaire of the service to this report in the last Board of Directors, and finally, the actions that are currently carried out and those that are going to be undertaken from now on to monitor and supervise the cleaning contract, as well as its update.

Cost of garbage

Citizens has also presented a motion today, unanimously supported by the local government to declare the amount "Effective cost per inhabitant in euros" of the service of collection, transport and storage or disposal of garbage, waste and solid urban waste in the year 2016 and so that it can report publicly, with charge to which items the presumable deficit of 96 euros per inhabitant is being covered, which are given by the figures of the Ministry of Finance and Public Function (MINHAFP).

The orange training has explained that Law 27/2013, of December 27, on rationalization and sustainability of the Local Administration, establishes, as a measure of transparency, the obligation to determine the effective cost of the services provided by local entities, agreement with common criteria, and its referral is made available to the Ministry of Finance and Public Function for publication.

According to Manuel Padín, "with this motion we intend to shed light on the discrepancies between the cost of this service, the net recognized obligations and the per capita income that is finally collected in the municipal coffers".

"In 2016 we have net recognized obligations worth 167 euros per inhabitant (what we tell the citizens that we are going to charge them in the budget) to finally end up entering 71 euros per inhabitant, which implies a deficit of 96 euros on what is recognized as an obligation ", said the Cs spokesperson in the Plenary.

Institutional advertising

The Citizens Group has also managed to get the local government to commit itself to developing a regulation to regulate the management and contracting of institutional advertising in the City of Cartagena, its autonomous agencies and the entire municipal structure.

For its writing, as mandated by the proposal of Cs, the advice of the Communication Office of the City Council, the responsible for protocol, associations and professional associations, publishers and the University will be sought.

On the other hand, from now on, the Government will have to write periodic reports by the different Government Areas on the investment and distribution of institutional advertising.
