The Ordinance for Universal Accessibility in the Municipality of Cartagena has entered the period of public exposure, after its publication in the BORM on Friday, February 2.
The Ordinance was initially approved in the Plenary Session of the City of Cartagena, in ordinary session held on November 30, 2017, submitting to public information and hearing the interested parties for a period of thirty days, as of its publication, last Friday, in the BORM.
The City Council, through its Department of Social Services, undertakes with this Ordinance the necessary measures to make Cartagena an 'accessible city', which has the appropriate solutions to progressively adapt its urban spaces, its buildings, its means of transport and communication systems to the regulatory requirements on the matter.
The Ordinance establishes the rules that guarantee non-discriminatory accessibility with measures such as: the use of finishing surfaces for non-slip and flat pedestrian routes;
waste containers, with side loading mouth located at a height between 70 and 140 cm .;
the use of bicycle lanes by motorized wheelchairs will be allowed, with the same conditions of use as bicycles;
all buses that provide service must have ramp access for people with reduced mobility in public transport;
or that the installation of children's play areas have an accessible design.
The mayor and councilor of Social Services, Ana Belén Castejón, recalled that the ultimate goal is that "all citizens, not only those who have limited their abilities temporarily or permanently, can enjoy an accessible and suitable environment, and in turn , improve the comfort and quality of life of the entire population. "
It is also important to highlight that the Ordinance has been the result of a participatory and consensus process in which different Associations of People with Disabilities of the Municipality, representatives of all political parties with municipal representation and numerous technicians through the so-called Bureau have intervened. of Work on Accessibility.
The Regulatory Ordinance for Accessibility in the Municipality of Cartagena is one of the lines of action developed by the City of Cartagena, after the Municipal Disability Plan 2016-2019 was approved.
In this Plan was included, among its lines of intervention, the development of necessary actions in terms of accessibility, considering it necessary to develop a specific Ordinance, as an instrument to develop and complement, at the municipal level, state and regional regulations on accessibility .
