The work of Soler at the head of the Department of Transparency led to outstanding achievements, such as the incorporation of the tender procedure of minor contracts to the catalog of good practices of the Local Entities Network for transparency and citizen participation.

Also, the initiative 'The Value of Transparency', a book edited to convey the value of transparency in a language adapted to children.

The commitment maintained by the local Executive with the arrival at the Mayor's Office of José López (MC Cartagena) was reflected in various measures such as the implementation of the Municipal Transparency Portal;

the training of public employees in matters of transparency;

adhesion to the Network of Local Entities for Transparency and Citizen Participation of the Spanish Federation of Municipalities and Provinces (FEMP);

as well as the Code of Good Local Government of the FEMP, in addition to subscribing to the Decalogue of Good Practices of Local Public Communication.
