The full municipal corporation has met today Friday in the last session of 2017, a plenary session in which almost all the motions have been approved (only two rejected), once exposed and discussed the more than 40 initiatives presented , between requests, questions and motions.

PSOE INITIATIVES

Thus, the motion of the PSOE on the immediate action in matters of Local Taxes and Public Function has been approved, by which the Government of Spain will be urged to: review and adapt the spending rule to the needs of the public services provided by the municipalities, following the best international practices and taking into account criteria of sustainability of public accounts throughout the cycle;

remove restrictions on the conclusion of debt operations by local entities that are not subject to the provisions of the Stability Law;

and to modify the regulation of the replacement rate of the cash in the Local Administration so that it reaches 150% in the services of priority interest, and in the rest of the municipal services 100%.

This initiative to result approved with the votes in favor of CTSSP, MC Cartagena and PSOE;

against PP and abstention of Citizens.

Another motion of the socialist group that has been approved, in this case unanimously, is the one that agrees to subscribe the "Seville Declaration: the commitment of the cities for the Circular Economy", and to assume the pronouncements and commitments that it supposes, in addition to transfer certification of this agreement to the General Secretariat of the FEMP.

The socialist motion has also gone ahead by which the government of the nation is urged to adopt measures that guarantee the basic conditions of accessibility and non-discrimination, including: preparing a calendar that indicates the actions that will be carried out in the coming months to comply with the basic conditions of accessibility and non-discrimination in the access and use of all spaces, products and services that are the responsibility of the General State Administration, with a maximum horizon of 1 year.

The Government will present this calendar to the Commission for Integral Disability Policies;

provide in the next General State Budget a line allocated to finance the actions necessary to comply with the commitments derived from said calendar;

and create a State Fund for universal accessibility, for which 1% of the budget executed in public works and infrastructure and in the information society is allocated to the physical and technological accessibility of public administrations.

In the vote, PSOE, MC Cartagena, CTSSP and Ciudadanos, and against PP have been shown in favor.

MC CARTAGENA INITIATIVES

Afterwards, the four motions formulated by the MC Cartagena group were unanimously approved by all groups, urging the government of the Autonomous Community of the Region of Murcia to increase investments destined to Cartagena in several areas.

Regarding Roads (in particular in the West zone accesses, from Molinos Marfagones to Los Patojos, F-36: at the exit of La Palma with Torre Pacheco, at the junction of the Transfer road at the height of Villa Paula ; F-35 at the height of the Lo Parreño farm with the Transfer road from the La Marina area, E-22: Dangerous point at the junction of the E-22 junction with the E-21 towards Galifa / El Portús, F-15: Pozo Estrecho / Miranda, San Fulgencio school district, La Aljorra to Sabic ring road, E-16: La Aljorra / Cuesta Blanca, passing through San Isidro, and E-33: Albujón / La Aljorra), in Infrastructures (Zone of logistic activities (ZAL), with at least a contribution of one million euros that allows to undertake the project in 2018, and equip it to which they have launched to 50 kilometers taking advantage of the results of the study of 2003 for the ZAL of Cartagena, transportation improvements in and to La Manga, as well as a social bonus all c

on charge to the EDUSI of La Manga if there is no other form of financing;

Increase of subsidies to public transport in Cartagena and its district;

and Carril Bici that a Cartagena and La Union, budgeted at two million euros), in Heritage and Education (Amphitheater: Autonomic contribution of at least 300,000 euros per year from 2018 for recovery, Cathedral Santa María la Mayor. for the elaboration of a Master Plan, Cine Central: Sufficient allocation to put it into use, MURAM: Application of what was committed last year to, among others, exhibit the Marifí Plazas collection, Casa del Niño: Budget for the integral restoration of the future BIC, including the return of the CEHIFORM, and Colegio de La Aljorra: Budget to start the works, once the project has been drawn up, since apparently it has only been provided with 72,000 euros);

and finally, to improve access to the Cartagena Speed ​​Circuit on the RM-605 road, in terms of signaling, road signs and road safety.

CTSSP INITIATIVES

In the turn of motions of Cartagena Sí Se Puede, an initiative has been approved aimed at having the President of the Plenary order, as soon as possible, the procedure to gather all the necessary information and documentation from each of the members of the Corporation. they have accepted the exclusive dedication regime for the years 2015, 2016 and 2017, request the necessary technical reports, submit the individual proposal of each councilor to the Finance and Interior Commission and finally move to the Plenary's agenda so that pronounce on the granting or not of formal declaration of compatibility of each one of the councilors who have accepted the exclusive dedication regime.

On the other hand, the approval has been given, with the votes in favor of all the municipal groups except the PP, which has voted against, to another motion of CTSSP for the implementation of a working group of an advisory nature called "Observatory of Contracting of the City of Cartagena (OCAC)", which would be part, in addition to all political groups of the consistory, technicians responsible for municipal services contracted, as well as representatives of social agents, residents and users of the municipality, of the union sections of the municipal companies or concessionaires and of the Personnel Board of the City Council;

being the task of said Observatory to carry out a follow-up of the municipal public contracts that manage public services in order to make the conditions for their execution more transparent, to deepen the quality of their provision in the municipality and in the fulfillment of the objectives of economic, social and environmental efficiency raised, based on the suggestions of the Observatory's components, with the intention of formulating recommendations that guide the decisions of municipal government bodies.

The CTSSP motion has also gone ahead, whereby the municipal government will undertake the study of an Integral Plan for adapting the Vía Verde that crosses the neighborhoods of Peral, Virgen de la Caridad and Torreciega, and contemplates its implementation through specific items in the municipal budgets of 2018.

Said Integral Plan should contain at least: Arrangement of the current pavement in the section of the Vía Verde Boulevard of Barrio Peral, attending to the demands of the neighbors related to environmental and health problems;

That the allegations presented by the residents of Barrio Peral to the PGMO be answered, and that the possibility of reflecting them in the drafting of the new urban planning document of the municipality be studied;

That the feasibility of the most appropriate projects be studied to solve the continuation of the Greenway as it passes through the Avenida de Víctor Beltrí, opting for both traffic lights and a pedestrian bridge, and of course including the cost of the start-up of the project in the municipal budgets of 2018;

and that the Greenway be cleaned and adapted as it passes through the neighborhoods of Virgen de la Caridad and Torreciega, also including the surrounding pine forests.

C'S INITIATIVES

The municipal group Ciudadanos, has unanimously approved its motion to urge the regional executive to build a new health center in Barrio Peral that can accommodate and provide services to all users in the area, regardless of the development of a new center, to carry out as soon as possible the actions that are possible and viable to improve the conditions of access to health services of residents and residents as they are, without prejudice to all those that could be undertaken, the expansion of the lobby that is in front of Administration of the current center of health and increase of the staff of sanitary personnel, as well as proceed to the placement of steps of pedestrians to accede to the center.

Unanimously, a vote was also taken in favor of the motion by the municipal group Citizens to give effect to the motion unanimously approved by the Local Board of this town in March 2016, to open a Study Room in El Algar.

The initiative of Citizens has also been approved, aimed at resolving, within a maximum period of two months, all the necessary steps aimed at conditioning and enabling the Miranda lands as sports equipment and leisure area for local residents, in compliance with the motion of Cs approved unanimously in the plenary session of the month of April 2016.

Together with this motion another one related to the same locality has been approved, to draft and execute in a term not exceeding six months, an agreement of cession of lands with the owners of the property located in Vicente Medina de Miranda Street, at height of the intersection with the street Fray Luis de León, to carry out the necessary widening works of this road, trying to respect their requests as far as possible, with the precise reasoning, enabling a departure for it in the next budgets.

In case of not being able to reach an agreement, the owners are urged, in accordance with current legislation, to maintain the fencing and prune the carob, in order to minimize the danger existing in this section of the road.

Another of the motions of Citizens that has gone ahead, unanimously, has been to convene as soon as possible the Local Table for Employment, in any case, within a period not exceeding three months;

and develop, within the framework of the Local Roundtable for Employment, a large agreement signed by all its members for the implementation of employment and economic development programs to be implemented in Cartagena and the region for the coming years.

PP INITIATIVES

The Popular Party group presented the last block of motions.

Thus, it has been approved, with the votes in favor of PP, against CTSSP and MC, and abstention of PSOE and CD, to urge the signature with immediate effect of the minutes of the monitoring committee that since last June 2015 is pending its signature, which makes it impossible for the Regional Entity of Sanitation and Wastewater Treatment of the Region of Murcia, ESAMUR, to carry out, among other things, the necessary investments for adaptation and improvement of the purification plants of the municipality, as well as, the works of necessity and some of them of urgency, that affect to elements of the infrastructures and can arrive to put in interdict to the security of the workers.

And that the Plenary Session of the City Council of Cartagena urges the Mayor to summon the sanitation entity to a meeting in order to guarantee investments and study future projects that improve the sanitation and treatment system.

Green light also, unanimously, so that the municipal government presents the musealization and improvement projects of the Ethnographic Museum of the Ports of Santa Bárbara, a fair of samples on folklore, gastronomy, crafts and culture of the western area and the improvement and construction of a new social space in La Azohía within the presentation of the call for aid LEADER destined to projects not programmed in the Participatory Local Development Strategy "Territorio Campoder: growing together", whose term ends on January 15, 2018. Also approved by all present the motion requesting that the writings be answered and meet with the Scout group of San Ginés to respond to their demands, and the Plenary of the City of Cartagena urges the Government to give the house of the janitor Antonio Arévalo School to the Scout Group of San Ginés so that they can develop their activities in these facilities and continue working for

the neighborhood of San Ginés.

All this must be done by fixing a specific item for this purpose in the municipal budget of 2018.

A PP motion closed the plenary session, unanimously approved, so that the Plenary Session of the City Council of Cartagena urges the CARM to provide the Municipality of Cartagena with a PEFVIOGEN point (Family Meeting Point that serves the courts of first instance and / or family, the Child Protection Service of the General Directorate of Family and Social Policies and the Gender Violence Court) for this 2018 and that the municipal government provides a space of municipal property for this point to be implemented.
