Today has been held ordinary session of the Plenary of the Municipal Corporation of the City of Cartagena.
During the same, the last of this year, different initiatives of MC Cartagena have made it possible to claim a greater investment for the municipality by the regional government and, thus, correct the systematic maltreatment that Cartagena has been suffering from by the autonomic administration.
In this way, the motions presented by the general secretary of MC and spokesman for the municipal group, José López, and who have had the backing of the Plenary Assembly, are calling on the Government Council of the CARM to increase the investments planned for Cartagena in matters of infrastructures, roads, heritage or education.
It is worth remembering that the work of the economist Pablo Pérez 'The municipality of Cartagena in the budgets of the CARM during the last ten years', presented in recent dates, has revealed that for next year, coinciding with the change in the mayor's office in Cartagena, regional investment falls in areas as sensitive as those mentioned above.
José López has shown that "last December 19 the approval of the regional budgets 2018 was consummated, where what we can call the budgets of the setback for Cartagena has been imposed", this despite the fact that the budget has increased in 8.14%, making evident a decrease in the percentage of investment with respect to the years 2016 and 2017.
"Thus, all this affects the fact that in the period 2008 to 2005, compared to the regional average, our municipality has received the order of minus 15 million euros, while, in the same period, the city of Murcia received 620,630,513, 37 million euros more, "he said, while regretting that" we will be the Cartagena and our neighbors in the region who suffer from this lack of income with the reduction of investments that has already been scheduled well below the 2016 and 2017 annuities. "
Roads
On highways, the regional government has planned for Cartagena an expenditure in 2018 of 1,191,532 euros compared to 2,827,972 euros the previous year (under mayor of MC), resulting in a reduction of more than 50%.
José López has reported that "Cartagena sees reduced investment in roads one more year, both in construction and in conservation, operation and safety of its regional road network," specifying that "the 2018 budget on road is a patch , with barely 200,000 euros for road improvement in four specific points totaling four kilometers, leaving the road infrastructures lacking security and comprehensive actions ".
López has enumerated the multiple deficiencies in roads, contemplating the motion to demand actions in different locations: the West zone, from Molinos Marfagones to Los Patojos, where "priority should be given to intervention, due to the high degree of accident rate in the area";
F-36;
F-35;
E-22;
F-15;
ring road from La Aljorra to Sabic;
F-15;
E-16 and E-33 ".
Infrastructures
Regarding infrastructures, José López has detailed the need for the regional administration to increase investment in this area in actions vital to the progress of the municipality as the Logistics Activities Zone (ZAL), "with at least a contribution of one million euros that allows to undertake the project in 2018, and equates it to the one that has been launched at 50 kilometers taking advantage of the results of the 2003 study for the ZAL of Cartagena "," transportation improvements in and to La Manga, as well as a social bonus, all this with charge to the EDUSI of La Manga, in case there is no other form of financing "," the increase of subsidies to public transport in Cartagena and its region, as well as the bike lane that a Cartagena and La Union, budgeted in two millions of euros".
Heritage and Education
The investment announced by the Autonomous Community for Cartagena in these two very important matters in the budgets of 2018 is a notable decrease compared to 2017 (these accounts have been prepared in the mayoralty of MC, constantly claiming this training a fair deal towards the municipality and the Shire).
Specifically, in education the figures indicate an expenditure of 1,621,721 euros for 2018, almost half with respect to 2017 (3,066,000 euros);
while in equity are set 1,998,206 for 2018 compared to 2,235,972 euros in 2017, a figure lower by more than 200,000 euros.
For this reason, José López has demanded that the CARM's Government Council increase its investment in the Amphitheater, "autonomic contribution of at least 300,000 euros per year from 2018 for its recovery";
Santa María la Mayor Cathedral, "for the preparation of a Master Plan";
Cine Central, "sufficient allocation to put it into use";
MURAM: "application of what was committed last year to, among others, exhibit the Marifí Plazas collection";
Casa del Niño, "budget for the integral restoration of the future BIC, including the return of the CEHIFORM", as well as the College of La Aljorra, "budget to start the works, once the project has been prepared, since apparently it has only been endowed with 72,000 euros. "
Requirement to the Council of Government of the CARM to improve the accesses to the Speed Circuit of Cartagena in the RM-605
On the other hand, an initiative presented by the mayor of MC, Ricardo Segado, has had the approval of the Plenary of the Corporation to urge the Government Council of the CARM to improve access to the Speed Circuit of Cartagena in the RM-605 road, in terms of signaling, road safety and road safety.
Segado has contextualized that the Cartagena circuit is "a reference for motorcycling and sports tourism of the Levant", since it registered "223 days of track occupation in 2017, with 4,040 pilots and companions between July and December of 2017, through national and international competitions of motorcycling and motorsport, as well as a multitude of events of various kinds ".
In addition, the Circuit welcomes motorcycling schools, the Club Ciclista Los Dolores and the School Cross of the Department of Sports.
Despite the importance of this infrastructure for the economic dynamism of the Region, "the accesses to the circuit are currently quite deteriorated," said Segado.
For this reason, the mayor of the Cartagena training has concluded, "we understand necessary the construction of a roundabout at the point of intersection of access to the circuit by the RM-605 with the mouth of the T-14-2 road, the replacement and improvement of the road on the road between El Plan and La Guía, which is very deteriorated at the point of reference, the correct signs on the roads adjacent to the RM-605 that give access to the facility, both from the AP-7 and from the A-30, whose signs should clearly reflect access to the Cartagena Speed Circuit, such as exit 812 of the AP-7, a question that the Autonomous Community should transfer to the competent body ".
