- The spokesman of Cs, Manuel Padín, has informed that "once we have reached a satisfactory percentage of the fulfillment of our amendments, and that at last this Administration has initiated the process, with all the legal, economic and technical guarantees that we demanded to lower the price of water (of which the mayor has attested in a press conference), we are in a position to announce that we have fulfilled the agreement for 2017 budgets, and that we withdraw the veto to be able to negotiate the next municipal budgets of Cartagena for 2018. "
The Government Board, which has met today in extraordinary session, has approved a tariff proposal submitted by the mayor of Cartagena, Ana Belén Castejón, for the next financial year of the administrative concession of drinking water supply and sanitation services of the municipality of Cartagena.
The agreement that Citizens imposed to support the municipal budgets of 2017 required compliance with eight amendments and the commitment of the Government of Cartagena to substantially reduce the water bill to Cartagena as soon as possible.
The new rate approved today in the Governing Board will mean a reduction in the receipt of water for an average family with four members, of 8.29 euros which means a reduction in the water part of 15 percent with respect to the current rates.
This proposal has been accompanied, as required by the agreement imposed by Citizens for their support to the 2017 budgets, the technical report, the economic report, the legal report, and the Intervention report, which, according to the orange training, will eliminate the risk that the municipal coffers have to face possible millionaire claims by the concessionaire.
To explain the details of this proposal, the mayor of Cartagena has appeared with the spokesperson for Citizens in Cartagena, Manuel Padín, in the Press Room of the Consistorial Palace.
In his turn, the orange spokesman pointed out that "we do not feel victorious in any battle, we are happy to have achieved what for a long time was a social clamor in Cartagena".
"This has been achieved despite the fact that we have been waiting since January 23, 2017, which is the date on which our agreement was signed to support the municipal accounts, signed by the then mayor of Cartagena, José López, and signed by the current mayor of Cartagena ".
Manuel Padín has said that "despite the niceties that have been dedicated to us, we have never looked at the political colors to make a decision or to work in one way or another, someone should reflect, someone should realize that if they have been governing Two years as mayor has been because there are three councilors of the Citizens party who have looked more for coherence than for political strategy, and that is why they have been able to govern economically very comfortably. "
"Our priority has always been the wellbeing of citizens, that can not be denied by anyone because it is there, because two years have passed and we have faced off, they are not milongas or press headlines, they are facts and they are there."
"The budgets of the first year of the legislature were rescued by our Group when CTSSP-Podemos, after giving its support in the Plenary, betrayed the confidence of the government parties and admitted certain allegations, the second year we negotiated directly the budgets and conditioned our support to eight amendments and to the commitment, to the word that the water would be lowered as soon as possible with all the possible guarantees ", explained the spokesperson of Cs.
Amendments, high percentage of execution
The spokesman of Cs Cartagena recalled the orange amendments and their state of execution, "the consolidation of the Plaza de Toros to be able to excavate the Roman Amphitheater that has been extracted from the economic reserve reserved by Citizens with a value of 200,000 euros, the conditioning Torres Park Auditorium for 150,000 euros, the works of reform of the urban services of Beatas, Villalba Corta, San Cristóbal Corta, Ciprés, Don Roque and Plaza de Roldán worth 350,000 euros that has already been published in the BORM, the refurbishment works in the Welcome Center and Treatment of Companion Animals (CATAD) that have already been tendered, and the creation of a program for the return of talent to Cartagena whose spending has already been committed on a multi-year basis in the Governing Board "
Regarding the improvement of access to the Hospital of Santa Lucía, Manuel Padín explained that "although it has not yet been taken to the hiring table, the City is going to tender shortly (they have announced) the hiring of the drafting of the technical project for the construction of a free parking deterrent (more than 100 seats) and possibly a service area for motor homes (ASAC) in a municipal plot near the Hospital of Santa Lucia on the banks of the CT-33 as it passes through the health center ".
Padín has qualified that "it is not exactly what we asked for but we have accepted the changes because it seems very interesting for Cartagena".
Another of the pending amendments is the updating of the Accessibility Plan, but the spokesman for Citizens believes that "after the approval of the universal accessibility ordinance in the municipality in the Plenary, the door to the implementation of the amendment of Citizens valued at 30,000 euros. "
Satisfied agreement
The Cs spokesman reported that "once we have reached a satisfactory percentage of compliance with our amendments, about 80%, and that this Administration has finally begun the process, with all the legal, economic and technical guarantees that we demanded." to lower the price of water, (of which the mayor has testified today at a press conference), we are in a position to announce that we accept the agreement, and that we withdraw the veto to be able to negotiate the next municipal budgets of Cartagena for 2018. "
"Today we can say that the mayor of Cartagena, Ana Belén Castejón, has kept her word and we thank her for having unblocked in less than six months what the previous mayor's office could not do in two years," the spokesperson said. grateful "the enormous work of the municipal technicians who have achieved a reduction that has exceeded the best expectations, including those of the other party government, MC".
On the other hand, he regretted that "it took so long for the people of Cartagena to be able to enjoy this savings on their water bill, calculate what we could have achieved if we had done things as we wished".
According to Manuel Padín, "this discount proposal is supported by all the reports we required in our agreement for the budgets and guarantee that the municipal coffers will not have to face millionaire claims by the concessionaire, but we want to make something very clear: the control and supervision of the Hidrogea concessionaire will continue its course, this agreement to lower the water tariff is independent of the obligation of our City Council to monitor a company that enjoys one of the largest municipal contracts. that the activity of the concessionaire complies with the criteria of transparency and legality more demanding ".
"We are aware that there are still issues to be resolved in this City Council's relationship with the concessionaire, such as the use and destination of the surplus of 2015, 2016 and 2017, close to 3.5 million euros, and we will be inflexible" , has warned Manuel Padín, who added that "this agreement will not impede making the decisions that have to be taken if the justice finally holds Hidrogea criminally responsible for the causes that are pending resolution".
Finally, Padín has confessed to feeling "satisfied because once again Citizens has shown that it is a responsible and constructive party for the interests of Cartagena, and our commitment is to remain so in 2018 and 2019."
