CTSSP will take to the next municipal plenary session the proposal for the creation and constitution of an Observatory of Municipal Contracting, an essential tool in terms of transparency on public services, which has been successfully operating in numerous Spanish municipalities.
Being of public knowledge the innumerable complaints and denunciations about the contracts that concern to the public services, some contracts that including the water reach near 50% of the municipal budget, the municipal group of PODEMOS considers that to increase the transparency and to carry out the pursuit of each One of the contracts is a task that can not fall solely on the directors of contracts, the JGL and the corresponding Department, but is a matter of public interest and as such must be conceived.
For this reason, the purple formation will request in the Plenary the constitution of said observatory, which would be composed of the political groups, officials responsible for the contracts, union representatives of the municipal or concessionary companies and of the Personnel Board of the City Council, and various social agents, such as neighborhood associations or users, so that the control involved does not end in the Contracting Committee.
This observatory does not entail any economic cost or interfere in the competencies of the bodies that the law provides for it, since it would have the function of assessing the quality and effectiveness of the different services provided to citizens, collecting proposals and recommendations, and all for deepening the transparency and efficiency of municipal management.
