The Basin of Escombreras has hosted this morning a drill organized by the Directorate General of Citizen Security and Emergencies of the Autonomous Community of the Region of Murcia (CARM) jointly with the company REPSOL, Port Authority, Maritime Captaincy and City of Cartagena.
During the practice the breakage of a gasoline charging line has been simulated, which has produced a spill and subsequent fire.
The spill has spread to the sea producing a spill.
The maneuver of a ship was involved in the exercise, so the CARM had to simulate the activation of the Emergency Plan Exterior of the Chemical Sector of the Valley of Escombreras (PLANQUIES) in level 2 of emergency and the Territorial Plan of Contingencies by Accidental Marine Pollution of the Region of Murcia (CONMAMUR) in pre-emergency, as would be done in a real case.
The marine terminal technician and the factory manager have activated the Internal Emergency Plan (PEI);
the maritime captain, the Contingency Plan for Accidental Marine Pollution and the Port Authority, the Interior Plan of the Port.
With this simulation, and the participation in the same of the Firemen of the City of Cartagena with REPSOL Firemen as intervention groups of the aforementioned PLANQUIES, it has been tried to train and improve the coordination between the different organizations to improve the response in case of a real event.
