The Local Government Board, meeting this morning under the presidency of the acting mayor, Juan Pedro Torralba, has approved the draft municipal ordinance for universal accessibility in the municipality of Cartagena.
The objective of these regulations is to make Cartagena an accessible city that has the appropriate solutions to progressively adapt its urban spaces, its buildings, its means of transportation and communication systems to the legal requirements in this area, such as those establish in the General Law on the Rights of Persons with Disabilities and their Social Inclusion and the Universal Accessibility Act of the Region of Murcia.
It is also intended that all citizens, not only those who have limited capacity temporarily or definitely, can enjoy an accessible and suitable environment, and in turn, improve the comfort and quality of life of the entire population.
The text is the result of the work developed by the group constituted for this purpose, called "Accessibility Working Group", which has led to a collective and participatory work led by the Department of Social Services and Social Mediation, and associations of people with disabilities (FAMDIF, ONCE, PARKINSON, SOI and APANDA), municipal technicians from different councils and departments with skills in accessibility, as well as political groups with municipal representation.
The ordinance is structured into six titles, 35 articles, one transitional provision and four final provisions.
LOCAL SOCIAL ASSIGNMENT IN LA ALJORRA
The Governing Board has also accepted the free transfer to the City Hall a local of about 1,000 square meters in La Aljorra by the Garcia Otón family.
It is a basement located in Salvador García Otón street.
The destination of the same will be decided soon by the neighbors of the locality.
To this end, the acting mayor, Juan Pedro Torralba, has said that he will call the representatives of the different associations of the town, while thanking the generosity of the Garcia Otón family, indicating that the new place will be named.
NETWORK EXTENSION
The Local Government Board has also approved the modification of Chapter 1, "Personnel Expenses", of the 2017 budget, to cover the payment of overtime hours of the Special Dedication Regime (RED).
The agreement, which supplements this item with € 837,237 from Chapters 2 and 6, is based on the agreement reached last September 13 by the Monitoring Committee of the Network Agreement that determined the need to expand the quotas of hours originally planned for Local Police and Firemen this year due to the increase in security levels in the street and its presence in events and performances;
as well as the Infrastructures and Sports brigades, due to the considerable increase in events and performances.
Specifically for Local Police, the quota is increased by 18,000 hours;
for Firefighters, 15,000 hours;
and another 18,000 hours for the infrastructures and sports brigades.
SUBSTITUTION OF THE COVER OF THE POOL OF THE HOUSE
The Government Board has approved, for its next contract, the project to replace the cover of the municipal pool of La Aljorra, drafted by the technical services of the Department of Sustainable Development, with a budget of 145,697 euros and a deadline of 5 months.
COMMUNICATION GRANTS AND PROTOCOL
The Local Government Board has also approved the bases of the call for four scholarships for training and specialization in the field of communication in the City of Cartagena.
Of these, three will be of institutional journalism and one of audiovisual communication.
The one-year fellowships will provide practical training within the Municipal Office of Communication and Protocol.
The scholarships will have a monthly endowment of 800 euros and high in social security.
The selection will be made by free competition procedure and its concession will be incompatible with any other scholarship, grant or aid for the same purpose.
The deadline for admission of applications is scheduled to open next Monday, October 30, after its publication in the regional press and on the bulletin board and employment section of the municipal website.

SUBSIDIES TO AAVV
The Governing Board has also approved the granting of subsidies to neighborhood associations, corresponding to the 2017 call, through the competitive tender procedure, for the promotion of citizen participation and associationism, as well as for the maintenance of premises social.
Of the total of 71 applications registered have been inadmissible to process six, 65 have been granted and one has been denied for having to reimburse the subsidy received in 2014
ENABLING TITLES FOR SUSTAINABLE DEVELOPMENT
In another order of things, it has noticed the resolutions and other qualifications in terms of Urban Intervention issued by the Delegate Councilor for the Sustainable Development Area from September 27 to October 17, 2017.
Specifically, 126 resolutions have been issued by the Urban Intervention Service and 108 authoritative titles have been submitted for responsible declarations and previous communications), which add up to execution budgets of 5,228,276.
For them the City Hall will enter 50,354 euros for fees and 209,131 for the construction and facilities tax.
The works include 81 actions of construction, adaptation, rehabilitation and reform of houses and 10 commercial activities of leisure, restoration and services
