MC will present an initiative during the next municipal meeting so that the municipal representatives in the Board of Directors of the company Lhicarsa include in the matters that are discussed in the next board of directors the annual elaboration by the management of Lhicarsa of a proposal of annual job offer based on the needs of the company;
that the hiring of the personnel guarantees the constitutional principles of equality, merit, capacity and publicity, as well as the approval of a procedure that regulates that the jobs are covered fulfilling these principles.
The spokesman of the Municipal Group MC, José López, has highlighted that "as it is known, the City of Cartagena owns a share of the capital of Cleaning and Hygiene of Cartagena SA (Lhicarsa), mercantile that makes various and constant hiring , in many occasions doubted ".
It is worth remembering that Law 7/2007, dated April 12, of the Basic Statute of the Public Employee, states that all citizens have the right to access public employment in accordance with the constitutional principles of equality, merit and ability and that public administrations , entities and bodies shall ensure these constitutional principles.
In spite of this, at the moment, the citizenship does not know the conditions in which it is acceded to the employment in this society, without that it is adapted to the principles of equality, merit and capacity even being participated by the City council of Cartagena.
For this reason, López has stated, "it is our responsibility as public servants to ensure that the mercantiles in which the City Council participates offer equal opportunities for all in accessing employment, having as a reference the Spanish Constitution."
Lastly, the spokesman of the formation of the Carthagena has stated that "without renouncing our formation to a possible municipalization of this service and others, it is time to increase the controls and to promote the equality of our citizens, requesting strict compliance with the principles of transparency , publicity, equality, merit and capacity in the access to the jobs of the company Lhicarsa ".
