The Councilor for Sustainable Development and Transparency, María José Soler, representing the City of Cartagena, participated this morning in the second day of the II International Congress of Transparency, which is being developed in the Faculty of Information Sciences of the University Complutense of Madrid.
The event, which will hold its closing day tomorrow, is being organized by the educational institution, the Spanish Transparency Accreditation Association (ACREDITRA), the Transparency and Good Governance Council and Public Function Archivists.
This is the second edition of an initiative that this year has focused on the interest of lawyers, journalists and public administration workers.
Specifically, it has been designed to recognize the work of archivists, a key function in the administrative organization, at local, regional and national level.
CARTAGENA TRANSPARENTE
María José Soler will present, this afternoon at 19:10 hours, the project driven from its field of competence to instill the value of transparency in the smallest.
The mayor will be accompanied by the transparency technician at the Consistory, María José Prieto, and the specialist in public transparency, Francisco Javier López.
The participation of Cartagena is especially relevant when it coincides with the celebration of the International Day of the Right to Know.
'The value of transparency' is a book that complements a guide for teachers, which aims to equip them with tools, as highlighted by Soler, "educate in transparency", because doing so "is to educate in the values ​​that this' new 'concept (transparency) gives off;
those who collaborate in the child-young-adult transition end up with a complete person, prepared for the challenges of the future, but also to reach out to the closest. "
The mayor has expressed his conviction to advance "hand in hand to create democratic awareness in our minors, responsible and committed."
With the book on child transparency that the councilor will present, the City Council symbolizes its commitment to the transmission of values ​​such as honesty, justice or responsibility.
II INTERNATIONAL CONGRESS OF TRANSPARENCY
The Congress, led by the Professor of Constitutional Law of the Complutense University, Manuel Sánchez de Diego, in only two editions has become a meeting place for all those interested in Transparency and the Right of Access to Public Information.
It is worth noting the international nature of the Congress, with a strong presence of Latin American participants.
In this way, it deepens the knowledge of the legal and political framework in different countries, serving as an exchange of experiences and reflections that can improve public transparency.
TRANSPARENCY AND PARTICIPATION, KEY TO THE GOVERNMENT OF CARTAGENA
The work of the Department headed by María José Soler for the benefit of transparency in municipal management has allowed the City Council of Cartagena to be the only Consistory of the Region, and one of the few in the whole country, which meets 100% of the indicators on quality and transparency of public communication set by the Infoparticipa Seal, a state reference for the study of the transparency and quality of the information of the local administrations.
In addition, the Network of Local Entities for transparency and citizen participation last spring introduced the procedure for tendering minor contracts implemented by Isabel García to the list of good practices promoted by public bodies attached to the network.
A commitment maintained by the local Executive that has been reflected in various measures such as the implementation of the Municipal Transparency Portal;
the training of public employees in the field of transparency;
the adhesion to the Network of Local Entities for Transparency and Citizen Participation of the Spanish Federation of Municipalities and Provinces (FEMP);
as well as the Code of Good Local Government of the FEMP, in addition to subscribing the Decalogue of Good Practices of Public Local Communication.
