The Plenum of the City Council of Cartagena, meeting this morning under the presidency of the acting mayor, Juan Pedro Torralba, has approved a motion of the PSOE urging the deputies and senators for Murcia to jointly submit initiatives in the next General State Budgets to ensure that the arrival of the AVE and the connection of the Mediterranean Corridor with Cartagena become a reality at least in the same period as in the rest of the Region.
The motion that has been supported by MC, CTSSP and Citizens and abstention of the PP, also calls for the City Council of Cartagena, led by its mayor, convene all social and business partners, as well as representatives of all formations to demand from the Government of Spain that the railway infrastructures arrive at Cartagena in the same terms and in the same conditions as the rest of the Region.
MODERNIZING THE AUTONOMOUS STATE
With the votes against the PP, abstention of Citizens and the favorable votes of the PSOE, MC and CTSSP, has passed a motion of the PSOE in support of the Cortes Generales in the creation of a non-permanent commission to evaluate and modernize the State Which will analyze the current needs of the model of territorial organization in Spain and make the proposals it deems necessary for institutional, regulatory and other improvements in relation to the territorial model and policy, and specifically to unblock the current misunderstanding in relation to the Catalan question and providing satisfactory solutions that give rise to the majority support in Catalonia and in the rest of Spain.
The plenary also approved a motion of the PSOE urging the Government of Spain for the implementation of a new salary model and new income pact that allow in 2021 wages have regained the weight they had in the distribution of the national income in the period prior to the crisis;
a gradual increase of the minimum wage to reach 1,000 euros in 2020 and repeal among other measures the labor reform to recover the bargaining power of workers.
The initiative was approved with the vote of the PSOE, abstention of MC, PP and Citizens and the vote against CTSSP.
IN DEFENSE OF CATALAN MAYORS AND COUNCILORS
The municipal corporation has also approved a joint motion of PP, MC and Citizens, adhering to the institutional declaration of the Spanish Federation of Municipalities and Provinces (FEMP) in which "canonically and unanimously" support the mayors and councilors of Catalonia remain within the legality and constitution, while condemning any kind of pressure, coercion, harassment or persecution of the councilors and those who carry out those attitudes, which go against the rule of law and peaceful coexistence.
In addition, the motion urges the holding of an institutional event organized by the City of Cartagena for Saturday, October 30 at 12:30 pm in the Plaza del Ayuntamiento in defense of the unity of Spain, legality, freedom, tolerance and constitutional principles.
The motion has had the favorable vote of the proponent groups, the abstention of the PSOE and the vote against CTSSP.
HOSPITAL NAVAL AND PORT AUTHORITY
With the votes against PP, PSOE and CTSSP, and in favor of Citizens and MC, the motion of MC has been rejected to request to the Ministry of Defense the assignment to the City Hall of the Naval Hospital for some use that benefits the cartagenera society, as it could be the City of Justice.
MC if it has succeeded in unanimously taking forward its motion to request the Cartagena Port Authority to sign with the Cartagena City Council a framework agreement for collaboration that will determine its contribution to the improvement of the port environment and the safety of its activity , ending the dispersion and lack of creation of the existing agreements on infrastructure and the lack of a security agreement, establishing a monitoring committee made up of technicians from the areas of citizen security and sustainable development, all for the benefit of the society and in just correspondence for the risk that the Carthaginians support so that the port management is positive.
INTEGRAL PLANS OF DISTRICTS AND PUBLICITY SEXIST
The plenary unanimously approved the motion of CTSSP for the preparation and implementation of comprehensive plans for the recovery of neighborhoods and municipal councils, for which the Autonomous Community will be urged to involve and seek funding from the central administration and European funds.
Another motion has also been approved by CTSSP on measures to combat sexist advertising, which does not grant public aid or sponsorship of any kind, from the Local Administration, municipal agencies and other public entities or companies, to any activity, event, sport competition or initiative in which the body of women is used as an advertising or sexual object;
publicize the laws of equality and communication concerning the image of women and monitor their compliance.
The initiative has had votes in favor of all municipal groups, except the PP, which has abstained.
DIMISION OF THE DELEGATE OF THE GOVERNMENT AND THE MINISTER OF DEVELOPMENT
With the votes in favor of PSOE, MC and CTSSP, the abstention of Citizens and the vote against PP, another motion of CTSSP has been approved requesting the resignation of the delegate of the Government and the Minister of Public Works for the disproportionate use of the force against the neighbors of the city of Murcia.
Also unanimously approved the motion of CTSSP urging and demanding to the regional government immediate application of the Constitutional Court's ruling in reference to the Housing Law of the Region of Murcia, so that the Regional Anti-Dissatial Law can be applied as soon as possible;
as well as another motion of this same group for the City Council to meet the demands and needs of Alzheimer's patients in the region of Cartagena and urge the Autonomous Community to respond to their demands, especially those of financing and transfer of spaces .
PROMOTION OF HEALTH AND EUROVELO
With the votes of PP and Citizens, and abstentions of PSOE, MC and CTSSP, the plenary also has approved a motion of Citizens to initiate the procedures to request the adhesion of the City to the Strategy of Promotion of Health and Prevention of the National System of health.
Also on a proposal from Citizens the plenary has unanimously approved to urge the Regional Assembly of Murcia to urge the Governing Council of the Region of Murcia to study and take into consideration the development of a Multiyear Eurovelo Plan, to coordinate investments and ensure that the standard services that are necessary for this initiative are carried out in Cartagena while betting on sport and nature as seasonal elements of tourism.
Another citizen initiative approved by the plenary, in this case unanimously, has been to urge the municipal government to design a preliminary study of visibility and safety of the pedestrian crossings of the municipality, as well as the state of vertical signage, a study on badenes and a campaign of awareness of drivers and pedestrians.
On the maintenance of ditches, another Citizens' motion has been unanimously approved, urging the municipal government to avoid penetration of the farmland on the municipal roads and to sanction those owners of farms that do not comply with the regulations and invade the margins of the roads , creating the consequent risk for circulation;
as well as another motion of Citizens, in this case with the abstention of CTSSP, so that the municipal Government studies the inclusion in the corresponding fiscal ordinances of the bonuses allowed by the Local Estates Regulatory Law for those owners who use systems of exploitation thermal or electric energy from solar energy through facilities duly approved, either in the Real Estate Tax, or in the Tax on Construction, Facilities and Works.
Regarding urban art in open spaces, a Citizens' motion has been unanimously approved to raise a proposal for the study and subsequent elaboration of a joint project for the recovery of the historic center through the decoration of free spaces outside cataloging by local urban artists.
With the vote against CTSSP, a motion of the PP has been approved urging the municipal government and the Autonomous Community of the Region of Murcia to work together and within the agenda 2030, in the elaboration of a Sustainable Tourism Plan for the Cartagena region where a change in policies, business practices and consumer behavior is encouraged, with the aim of achieving a more sustainable tourism sector.
Finally, with the votes in favor of PP and Citizens, the vote against PSOE and MC and the abstention of CTSSP, has passed a motion of the PP, urging the municipal government to start the "Citizen Card" , a personal document that allows access to transport, sports facilities, regulated parking and other municipal services, as well as the completion of procedures online
