The plenary session of the City Council of Cartagena, meeting this morning under the presidency of the mayor, Ana Belén Castejón, has shown a clear climate of consensus, since not only the 16 motions presented by the municipal groups have been approved, but 15 of them they have been unanimous.
This environment of coincidence has begun to manifest from the outset with the unanimous approval of an institutional statement presented by Citizens to declare Cartagena "Solidarity City with Alzheimer", on the occasion of the celebration on September 21 of the International Day of Alzheimer's disease: a progressive disease, characterized by a degeneration of nerve cells in the brain and a decrease in brain mass, affects in Spain 3.5 million people between them and their family caregivers.
Through this statement we want to raise awareness, inform and engage the citizens and institutions with a problem that suffer more than 800,000 people throughout Spain, which is the leading cause of dementia in developed countries, as well as one of the main causes mortality among adults;
while serving as an example to other municipalities.
RESEARCH COMMITTEE OF THE PALACE OF SPORTS
Also unanimously approved a joint motion of MC, CTSSP and PSOE for the creation of a Commission of Investigation on the Construction of the Palace of Sports.
The vote has been supported by all municipal groups.
The agreement states that "once a work has been received that is not operational, with basic shortcomings to be put into operation and unable to comply with the different regulations in force at the time of receipt," it is necessary to establish " to study systematically and chronologically since 2000 the processing of the construction of the Sports Palace, and all related administrative files, and then to be able to debug the possible political and judicial responsibilities of technicians, politicians and contracting companies that of this process are derived. "
ORDINANCE OF SAILORS
The Corporation has also unanimously approved a motion by the PP for updating the Ordinance on the Occupation of the Public Road.
The agreement calls for an increase in the number of technicians working in the Department of Public Health and the convening of the Aesthetic Commission of Watersmen from which work is being carried out on the updating of the ordinance with the association of hoteliers, in order to elaborate a plan of coexistence where there is, for example, the number of events allowed to be performed in each place;
order the occupation of public spaces, eliminating barriers and obstacles and create a brochure to send to all establishments to remind them of the most essential standards: such as schedules, furniture, order and cleanliness, visible and current authorizations, noise , sound and compliance with norms and penalties and their consequences.
THE BEAL AND THE CHAPARROS
Another motion presented by the PP and unanimously approved referred to the deputation of the Beal, specifically for the Plenary to urge the Autonomous Community and all relevant administrations to work, together with the neighbors, in the elaboration of a Strategic Plan to resolve in a consensual and global manner the problems of the Diputación.
The residents of Los Chaparros have also been protagonists of another motion, in this case of CTSSP, and also unanimously approved, so that the Government Team manage with the private owners and the competent administrations the problems that the EDAR- Cabo de Palos and the Desalobradora del Arcos Sur, generate this spot and in the Regional Park of Calblanque.
IMPROVEMENT OF SLEEP BUSES
The improvement of the Urban Buses of La Manga has also been the objective of a joint motion of MC, CTSSP and PSOE, which has been approved unanimously.
Through this motion the Autonomous Community is encouraged to improve the service, improving the urban line in the frequency of passage and the line Cartagena-La Manga throughout the year and summer weekends, including for this in the the budget line that guarantees the service.
CARTAGENERO FOOTBALL HOMAGE
Another motion approved by the plenum, also unanimously, has been jointly formulated by MC, Citizens and PSOE to honor in the municipal stadium the people who have worked for the football Cartagena, football players, coaches, managers or employees;
taking as reference the door Miki Roqué and constituting for this purpose a commission with representatives of groups such as the fans and FC Cartagena, to draw up the list of honorees and how the Cartagonova stadium will become the bulwark of the Cartagena football memory.
ROAD IMPROVEMENT
At the proposal of MC, Citizens and PSOE, it was unanimously approved to urge the CARM's General Direction of Roads to the elaboration of a project and its subsequent execution, in improvement of safety, drainage, canalization, transit and accessibility to the KM 1 of the regional road RM.F 15 of Pozo Estrecho to the existing school facilities in that stretch of regional road.
Another motion approved unanimously and signed by the five municipal groups has referred to the splitting of the N-332 road between the roundabout round and roundabout AP-7, in the sense that it rescues the project drafted in its day and the current adaptation to the mentioned road of N-332, from Molinos Marfagones with its link of Sebastián Feringán and budgetary item is consigned in the next regional budgets of 2018 having sufficient time, so that once consigned, year 2018 and neighbors of the West zone have this much needed service, as they will have in the near future those of the eastern area of ​​the municipality.
SOCIAL WORKERS 'BAG
Through a motion of CTSSP the plenary has unanimously approved that from the Department of Social Services and the Department of Personnel of the City of Cartagena carry out a study for the implementation of new job exchanges for Social Workers, Social Educators and Monitores de Tiempo Libre, so that at the beginning of 2018, socio-community care intervention programs can be carried out in the different districts and councils of the municipality, and they remain open until there is a public offer of employment that consolidates the squares necessary to implement such social intervention programs.
FREE TEXTBOOKS
Free textbooks and school supplies have also been addressed in a CTSSP motion.
The plenary approved the initiative with the abstention of the PP, which understood that it should focus specifically on students with difficulties and not at all who asked.
Through this agreement, the Ministry of Education, Youth and Sports will be urged to provide educational institutions with textbooks, computers, books and electronic materials through the loan system to cover the needs of all students of the basic education of the families who voluntarily wish to avail themselves of these programs, being applied progressively from course 18/19 and extending, as appropriate, the rest of non-university teaching;
while urging the Municipal Government to establish protocols of collaboration with schools and AMPAs, to try to ensure that no student starts the course without the appropriate books and materials, applying preferably to basic education and progressively to other non-university teaching.
MOBILE EMERGENCY SERVICE AND SOCIAL ATTENTION
Another motion unanimously approved, at the request of the CTSSP, has asked to study the implementation of a Mobile Emergency and Social Care Service framed within the Department of Social Services of the City of Cartagena, and in coordination with the Local Police , allocating for this the personnel formed and the adequate budget so that it can begin to function at the beginning of the year 2018.
SCHOOL HARASSMENT AND GENDER VIOLENCE
At the request of Citizens, a unanimous motion has been approved to create, within the Municipal School Council of the City of Cartagena, a working table in which are represented faculty, AMPAS of local colleges, Ministry of Education, municipal political groups and experts in bullying prevention, reinforcing awareness-raising campaigns on bullying and increasing the number of activities aimed at families and teachers, in order to facilitate the detection of this form of maltreatment at an early age.
Likewise, at the request of Citizens, it has been unanimously approved to urge the local Government to initiate the necessary procedures to incorporate into the Local Police Corps of the City Council the "System of Integral Monitoring of cases of gender violence" (Viogén System), and approve the model Collaboration Agreement with the Ministry of Interior.
DANGER OF BATHING WITH RED FLAG
At the request of the PP has unanimously approved the implementation by the Department of Education, in coordination with the Department of Public Safety, an awareness campaign in all schools in the municipality to explain the danger of bathing with the flag red and to know how the sea works.
OPEN SCHOOL COURTS
Finally, it was unanimously approved at the request of Citizens that the Government, through the Department of Youth and Sports, implement a program of "open schoolyards" in the city, to act as a space for public use for families, children and adolescents outside school hours, during the weekend and during school holidays, thus providing an alternative of leisure in a safe, free and proximity context.
The measure would be established on an experimental basis in two or more centers located in different areas of the municipality and carry out an evaluation of its development in order to expand to other areas in the future;
and it would equip each "open schoolyard" with a monitoring service that opens and closes the installation within the planned times, ensuring the proper use of them and trying to establish dynamics of relationship between all users.
