The economic and computer services of the Polytechnic University of Cartagena have implemented a comprehensive system of reception, administrative registration, digitization certified according to the requirements of the AEAT and integration with their accounting systems of all paper invoices corresponding to their minor contracts, including the automatic completion of most accounting and tax registration tasks.
This system is, for the most part, the result of an own development devised by its accounting technicians and programmers.
The implementation of this system will allow the university to convert paper invoices to an electronic format in conditions similar to those collected by the General Point of Entry of Electronic Invoices, and will soon result in the totality of its expenditure records (about 25,000 a year) are processed in an electronic way, without resorting to the necessary flexibility of its investigators, nor imposing high-cost obligations on small suppliers.
"The economic management of public universities requires a significant degree of decentralization of spending decisions and a great atomization of the billing received by the different departments, departments and vice-rectors," explains Luis Manuel Alarcón Martínez, head of Economic and Budgetary Affairs .
"Despite the introduction two years ago of electronic invoicing, 80% of the expenditure records in this period have been paper," continues Alarcón.
"This paper billing is not, for the most part, capable of being integrated into the general procedure.
On the contrary, the processing of paper invoices will continue to be necessary as long as they continue to be urgent purchases such as a green bean in a supermarket to feed a research object mosquito or a box of aspirins for a pupil of the residence university, "he says.
