- "It is difficult to find in Spain some town hall with the same internal functioning as that of Cartagena, whose registration of initiatives ends only twenty hours before the plenary session itself, I believe that after decades, it is time to end this anomaly , This nonsense and start working in conditions, "said the spokesman of Citizens in Cartagena Manuel Padin.
Citizens Cartagena will bring to the next plenary a proposal to amend the Rules of Procedure of the Plenary with the aim that the municipal groups register their motions, requests and questions one week before the celebration of the plenary session.
The orange formation wants this modification to be carried out as soon as possible and independently of the work it carries out, when it is constituted, the Commission for the reform of the Organic Regulation of the Plenary.
"It is difficult to find in Spain some town hall with the same internal functioning as Cartagena, whose registration of initiatives ends just twenty hours before the same plenary session," warned the Citizens spokesman in Cartagena, Manuel Padin who does not understand how It is possible that the Board of Spokespersons will take place just forty-five minutes before the plenary session. "" The Municipal Groups only have a few evening hours to analyze between 20 and 30 motions, decide on the orientation of their vote or raise any amendment of Adding, modifying or suppressing the initiatives proposed by other groups, something impossible to do seriously with these tight deadlines, does not seem reasonable, "said Padín.
The Citizens spokesperson has lamented that most of the groups take advantage of this circumstance and shorten the registration deadlines "perhaps with the objective to obstruct the work of the Government team I suppose; we are doing us the best interests of Cartagena and democracy When we present questions whose substantiated answers do not interest us, or we register motions at the last moment so that the rest of political formations can not enrich them or study them in detail. "
"I think that after decades, it's time to end this anomaly, this nonsense, with this destructive inertia and insolidaria, and start working in conditions," said the spokesman Citizens.
The orange training proposes that initiatives (both resolution and non-resolution), which municipal groups wish to include in the agenda of ordinary plenary sessions, be submitted to the General Secretariat within a maximum period of seven calendar days before Celebration of the plenary session.
The Orange Training also wants the convocation of the Board of Spokespersons to be held at least three business days before the plenary session.
"This is how most municipalities work, among them, Madrid, Murcia, Burgos or Salamanca," said Manuel Padin.
