The City of Cartagena has once again received recognition for its work in defense of transparency and good practices in public management.
Thus, the network of local entities for the transparency and citizen participation of the Spanish Federation of Municipalities and Provinces (FEMP) incorporated, during last May, the tender procedure for minor contracts implemented by the Councilor for Finance, Isabel García, To the list of good practices promoted by public bodies attached to the network.
It is an initiative launched from the area of ​​competence of Garcia in collaboration with the Department of Portal and Office of Transparency of María José Soler and that materialized during the month of June last year.
PUBLICATION OF MINOR CONTRACTS
The FEMP has evaluated as a good practice the publication and dissemination, by the official channels of the Consistory, of the minor contracts in the bidding phase with the purpose that, although the aforementioned contracts can be awarded directly to any entrepreneur with capacity to act and that Has the professional qualification necessary to perform the provision, the entrepreneur who wishes can present the technical and economic offer that meets the requirements, without prior invitation.
It should be remembered that the publication of this information entails, in turn, the one related to the technical documentation necessary for the submission of bids.
This measure contributes decisively to the provision of greater transparency in this specific procurement process.
The FEMP has valued an initiative that responds to a real demand on the part of the companies and freelancers who, freely, can opt for the offers in which they express interest.
TRANSPARENCY AND PARTICIPATION, KEY TO THE GOVERNMENT OF CARTAGENA
The Network of Local Entities for the transparency and citizen participation have pondered the work of the local Government that directs Jose López to implement the concept of transparency in the day to day of the municipality;
Both in terms of their obligations and in the pedagogical work aimed at raising awareness of entities, groups and companies in this objective.
The work of the Department of Portal and Office of Transparency led by Soler for the benefit of transparency in municipal management has allowed the City of Cartagena to be the only Consistory of the Region, and one of the few in the whole country, which meets With 100% of the indicators on quality and transparency of public communication set by the Infoparticipa Seal, a state reference for the study of transparency and the quality of the information of the local administrations.
Commitment that has been reflected in various measures such as the implementation of the Municipal Transparency Portal;
The training of public employees in the area of ​​transparency;
The adhesion to the Network of Local Entities for Transparency and Citizen Participation of the Spanish Federation of Municipalities and Provinces (FEMP);
As well as the Code of Good Local Government of the FEMP, in addition to subscribing the Decalogue of Good Practices of Public Local Communication.
