The Municipal Group MC will present, at the next plenary session, on 27 April, a motion to set up a commission to be responsible for reforming the regulations governing the Town Hall.
To this end, the consensus of all the political forces will be promoted in order to achieve a greater clarification of the rules by which the Corporation's regime is to be guided.
The text specifies that the commission should be headed by the general secretary of the Plenary, Bernardo Muñoz Frontera.
The modification of the regulation that promotes MC will contribute to order and regularize the debate, as well as the time and the form of proposal of the initiatives that monthly present the different municipal groups in the House.
In the opinion of the spokesman of the Municipal Group MC, Francisco Calderón, "it is a question of optimizing the legal rule governing the operation of the Plenary." Therefore, from MC we will propose a reform always looking for fluidity, good Effectiveness of the meetings. Also to clarify the powers of the Plenary and that this is in turn to regulate the commissions of investigation ".
In this regard, the motion urges the future commission to study how to determine the distinction between what should be understood as political pronouncements and agreements within the plenary.
This distinction will avoid the current conjuncture that allows to approve motions that can not be executed because it exceeds the legal scope of the attributions that correspond to the City council as administration.
Likewise, the Commission that proposes to constitute a CM should regulate the different commissions of investigation, their works and the terms that contemplate.
